C. First Priority Land - Apply State's Factors for Dismissal of <br />Candidate Land <br />There is no land designated for urban reserves around Eugene. Therefore, there is no first priority land <br />to consider for the proposed UGB expansion. <br />d. Second Priority Land - Apply State's Factors for Dismissal of <br />Candidate Land <br />The second priority land in Eugene's study area is divided into 12 subareas for evaluation. These Priority <br />2 ("132") subareas are shown below on the "Subareas of Second Priority Land" map. As noted above, <br />these subareas allow for a more detailed view of the land within the study area. The analysis that <br />follows evaluates all land in <br />each subarea.
