Eugene Ordinance Exhibit J <br />[Lane County Ordinance Exhibit G] <br />has also maintained a website (www.envisioneugene.org) for the duration of the project where copies <br />of the draft inventories and the ESEE have been available for review. <br />As the Santa Clara expansion area is solely owned by the City, Planning staff have worked closely with <br />City Parks and Open Space staff regarding the inventory and ESEE process for the expansion area. <br />Numerous meetings, phone calls and emails were exchanged to discuss the details of the inventory <br />process and results. <br />The ordinance has been processed by the City and County consistently with their citizen involvement <br />programs. This includes notice and hearings before both jurisdictions' planning commissions and elected <br />officials. <br />Wetlands (Standard Process) <br />For wetland resources, the standard Goal 5 process (not the "safe harbor" process) was used. The <br />standard process for wetlands includes the following steps, addressed in the findings below: <br />1. Conduct an Inventory Process to compile a list of significant resources in the UGB expansion <br />areas. <br />(A) Conduct a Local Wetlands Inventory (LWI) and adopt the LWI as part of the <br />comprehensive plan or as a land use regulation. <br />(B) Determine which wetlands on the LWI are "significant wetlands" by using criteria adopted <br />by DSL. <br />(C) Adopt the list of significant wetlands as part of the comprehensive plan or as a land use <br />regulation. <br />2. Through the following 4 steps, use the ESEE Decision Process to analyze the consequences of <br />completely protecting the significant resource sites identified in 1(c), above, or, instead, <br />allowing some or all uses that could conflict with the resources, then determine whether the <br />significant resource sites should get full protection, partial protection or no protection. <br />(A) Identify Conflicting Uses <br />(B) Determine the Impact Area <br />(C) Analyze the ESEE Consequences <br />(D) Develop a Program to Achieve Goal 5 <br />3. Adopt Protection Measures for those significant resource sites identified for protection under <br />2. above. <br />As discussed above, the City chose to be proactive in identifying Goal 5 resources present in the UGB <br />expansion areas. As soon as the proposed expansion areas were identified through the Goal 14 / Goal 9 <br />process, the City hired Pacific Habitat Services, Inc. ("PHS") to gather information on potential wetlands <br />in both the Clear Lake and Santa Clara expansion areas. This information was submitted to the City in <br />two documents. For the Clear Lake area, PHS's wetland information is set out in a report dated May <br />May 2017 <br />
