Eugene Ordinance Exhibit E <br />[Lane County Ordinance Exhibit F-3] <br />• Section 9.2500 of the Eugene Code, 1971, is amended to provide as <br />follows: <br />9.2500 Purpose of NR Natural Resource Zone. The NR natural resource zone is <br />designed to implement the comprehensive plan by providing areas <br />that will be preserved for long-term protection of native vegetation, wetlands, <br />waterways, wildlife habitat, rare plants and surface and ground water quality. In <br />general, this zone is intended to protect outstanding natural resource areas <br />identified in adopted plans. The NR zone is also intended to address state and <br />federal laws and policies that regulate development within jurisdictional wetlands to <br />protect water quality, including applicable provisions of the Federal Clean Water Act <br />and the State of Oregon's wetland laws. The natural functions and values intended <br />to be protected by this zone include all of the following: <br />(1) Habitat for federally listed rare, threatened, or endangered plant and animal <br />species. <br />(2) Floodwater storage and conveyance. <br />(3) Sediment and erosion control. <br />(4) Natural pollution control. <br />(5) Fish and wildlife habitat. <br />(6) Aquifer recharge and water supply. <br />(7) Native plant communities. <br />It is recognized that each natural resource area may not exhibit all of these functions <br />and values. <br />• Subsection (1) of Section 9.2600 of the Eugene Code, 1971, is <br />amended to provide as follows: <br />9.2600 Purpose of PRO Park, Recreation, and Open Space Zone. The Park, <br />Recreation, and Open Space Zone (PRO) is intended to accomplish all of the <br />following: <br />(1) Implement the [""""°+n] comprehensive plan and other applicable plans <br />by providing areas that will conserve and preserve a variety of parks, <br />recreation areas, and open spaces to maintain livability of the metropolitan <br />area. <br />• The definition of "Non-Publicly Owned Open Space" in Section 9.2620 of <br />the Eugene Code, 1971, is amended to provide as follows: <br />9.2620 PRO Zone Terms. The determination of park classification shall be based on <br />Eugene's applicable parks plan, or in the absence of a plan, by the city manager. <br />As used with reference to this zone, unless the context requires otherwise, the <br />following words and phrases mean: <br />Non-Publicly Owned Open Space. Open or natural areas above 2 acres in size, <br />including golf courses, cemeteries, drainage corridors, and private recreation space <br />that are not owned by the public and are designated as open space in the [Metre <br />Page 8 of <br />41 May 2017 <br />
