Eugene, Oregon <br />April 3, 2017 <br />Page: 11 of 14 <br />Response: The minimum applicable right-of-way and paving widths for <br />Oakleigh Lane as set forth in Table 9.6870 are 45 feet and 20 feet respectively. <br />This minimum paving width is for a two-way street with no parking, thus <br />providing a minimum of 10-foot travel lane in each direction. This paving width <br />is consistent with the City of Eugene's paving width for Low-Volume <br />Residential streets with fewer than 750 average daily trips. <br />The 250-foot segment of Oakleigh Lane has a pavement width within the public <br />right-of-way of only 14 feet, more-or-less. This narrow pavement width cannot <br />provide safe and unimpeded two-way travel for emergency vehicles attempting <br />to reach the proposed PUD site and/or transit from the PUD site to a hospital. <br />(See photos in Exhibits D.1 and E.1). <br />Eugene Fire Code: The 2014 Oregon Fire Code (OFC) is adopted subject to the additions, deletions <br />and modifications set forth in the Administrative Code R-8.005 to constitute the Eugene Fire Code <br />(EFC). The applicable provisions contained in Section 503 and Appendix D of the OFC were used <br />to determine the project site's compliance with City of Eugene Fire Code to provide unimpeded <br />access to emergency vehicles. (See Exhibits L.1-L.8 for excerpts of the OFC). <br />Fire Apparatus Access Road Section 503 <br />503.2.1 Dimensions, Fire apparatus access roads shall have an unobstructed width of not <br />less than 20 feet (6096mm), exclusive of shoulders, except for approved security gates in <br />accordance with section 503.6, and an unobstructed vertical clearance of not less than 13 feet <br />6 inches (4115 mm). <br />Response: There are no provisions made to ensure that an unobstructed 20-foot <br />pavement width is consistently and reliably available. Parked vehicles on the <br />pavement and gravel area within and outside the right-of-way further limit the <br />availability of the paved travel lane. Travel lane to significantly narrower than <br />20 feet. Pavement within the 20-foot right-of-way is approximately 14 feet wide. <br />(See Exhibit D.1 and E.1). <br />Minimum Specifications Section D103 <br />D103.1 Access road width with a hydrant. Where afire hydrant is located on afire apparatus <br />access road, the minimum road width shall be 26 feet (7925 mm), exclusive of shoulders (see <br />Figure D103.1). <br />Response: The 250-foot segment has a right-of-way of 20 feet and a pavement <br />width, exclusive of shoulders, of approximately 14 feet. Due to the limited right- <br />of-way it would be impossible to provide the required 26 feet road width at the <br />fire hydrant unless additional areas were dedicated or an easement provided.
