Eugene, Oregon <br />April 3, 2017 <br />Page: 10 of 14 <br />a) Streets are designed to efficiently and safely accommodate emergency fire and <br />medical service vehicles. <br />b) The layout of a street system does not create excessive travel lengths. <br />Response: This 1,000-foot long dead-end street lacks connectivity to other city <br />streets to efficiently and safely accommodate access to proposed PUD site by <br />emergency fire and medical services vehicles. Access to the properties at its east <br />terminus is provided through its only intersection with River Road. In case of <br />fire, area residents do not have alternate access to evacuate the neighborhood. <br />2. Street Connectivity Standards <br />d. Secondary access for fire and emergency medical vehicles consistent with EC 9.6870 <br />is required. <br />Response: There is no secondary access to other city streets from Oakleigh Lane. <br />Oakleigh Lane is an approximately 1,000-foot dead-end street with no <br />connectivity for alternative access. The safe and unimpeded ability of emergency <br />response vehicles to traverse this extensive length of substandard roadway <br />cannot be ensured without improvements identified elsewhere in this report. <br />EC 9.6820 Cul-de-Sacs or Emergency Vehicle Turnarounds <br />3. There shall be no cul-de-sacs more than 400 feet long from the centerline of the intersecting <br />street to the radius point of the cul-de-sac bulb. <br />Response: Oakleigh Lane is an approximately 1000-foot dead-end street with no <br />emergency turning radius at its eastern terminus. However, the City's "Final <br />Order" requires a temporary "hammerhead" turnaround on the PUD site. <br />EC 9.6870 Street Width. <br />When a street segment right-of-way width is not designated on the Street Right-of-Way map, <br />the required street width shall be the minimum width shown for its type in Table 9.6870 <br />Right-of-Way and Paving Width. Based on adopted plans and policies, adopted "Design <br />Standards, and Guidelines for Eugene Streets, Sidewalks, Bikeways, and Accessways," or <br />other factors which, in the judgment of the planning and public works director necessitate a <br />greater street width, a right-of-way width greater than the minimum width shown for its <br />type in Table 9.6870 can be required for applications submitted in accordance with EC <br />9.8090, 9.8055, 9.8215, 9.8320, 9.8440 or 9.8515. <br />Nemariam Engineers & Associates, LLC.
