f~ <br />CITY OF EUGENE <br />• INTER-DEPARTMENTAL MEMORANDUM <br />CITY ATTORNEY - CIVIL DEPARTMENT <br />To: Heather O'Donnell, Associate Planner Date: August 15, 2008 <br />Subject: Needed Housing <br />You asked what types of housing constitute "needed housing" as that term is used in' the <br />Eugene Code. The Eugene Code relies on the statutory definition of "needed housing." <br />State statutes define "needed housing" as "housing types determined to meet the need <br />shown for housing within an urban growth boundary at particular price ranges and rent levels." <br />The Land Use Board of Appeals has declared that once a city identifies a need for housing within <br />its urban growth boundary at particular price ranges and rent levels, any housing types that the <br />city determines are necessary to meet those needs are considered "needed housing." <br />The City of Eugene's housing needs projection is embodied in the Eugene-Springfield <br />Metropolitan Area Residential Lands and Housing Study 1999 Draft Supply and Demand <br />Technical Analysis and 1999 Draft Site Inventory Document. In addition to the housing <br />identified in the housing needs projection, the City's. "needed housing" also includes housing that <br />has been statutorily defined as "needed housing:" whether it is included in the City's housing <br />• needs projection or not. <br />The City's housing needs projection identifies a need for: <br />1: Single-family detached housing, including manufactured dwellings on lots; <br />2. Single family attached housing; <br />3. . Multi-family housing; and <br />. 4. 'Manufactured dwelling parks. <br />The statutorily defined "needed housing" types include: <br />1. Attached and detached single-family housing and multiple family housing for <br />both owner and renter occupancy; <br />2. Government assisted housing, <br />3. Mobile home or manufactured dwelling parks; and <br />4. Manufactured homes on individual lots planned and zoned for single-farnily <br />residential use. <br />.10 <br />1095 <br />
