C 0 H 0 U S I N G <br />• public infrastructure has been identified through long-range <br />:infrastructure plans or the design of existing infrastructure, shall have a <br />special building setback line to allow for the future easement. <br />Findings: The PUD proposes to improve the section of Oakleigh Lane that <br />intersects the development property. Oakleigh Lane is a dead end street <br />that terminates at approximately the half-way point along the northern <br />property line of the development site. The single-family residences along <br />Oakleigh Lane desire to maintain the existing "country lane" feel of the <br />road. As such, the PUD will enhance the section of road to improve and <br />maintain proposed access, existing connections to the Willamette Greenway <br />path system, and also for future development. <br />(h) EC 9:6775 - Underground Utilities. All new on-site utilities shall be placed <br />underground if there is utility-owned 'structure immediately adjacent to the <br />development site, unless adjusted pursuant to the provisions of EC 9.8030(5). <br />This provision does not apply to temporary uses on a development site or to <br />new, utility connections to structures or buildings with legally established <br />above ground service. This requirement is satisfied if the applicant verifies in <br />writing that utilities will be placed underground concurrent with planned <br />future development to occur within 12 months. Exceptions shall be made for <br />• such. features as pad-mounted transformers, switch cabinets, back flow <br />prevention devices and closures needed to safely operate and maintain utility <br />systems.. <br />Findings: All new utilities are proposed to be constructed underground in <br />accordance with policies of the City of Eugene, EWER, Comcast or other <br />applicable utility providers. Please see civil engineering plans for proposed <br />utility layout. Considering these findings and the site plans submitted <br />herewith, this standard is met. <br />(i) EC 9.6780 -Vision Clearance Area. Development sites shall have triangular <br />vision clearance areas on all street corners to provide for unobstructed vision <br />consistent with American Associations of State Highway and Transportation <br />Officials (AASHTO) standards. (See Figure 9.0500 Vision Clearance Area.) <br />Vision clearance areas shall be kept free of all visual obstruction from 2-1/2 <br />feet to 9 feet above the curb line. Where [no] curbs are present, the crown of <br />adjacent streets shall be used as the reference point. These vision clearance <br />requirements may be adjusted if consistent with the criteria of EC 9.8030(11) <br />of this land use code. <br />• Findings: The Vision Clearance Areas required'at the intersection of the <br />proposed private drive and Oakleigh Lane will be designed in accordance <br />PUD Tentative -June 14, 2013 Page 40 of 46 Oakleigh Cohousing PDT 13-0001 <br />1399 <br />
