Glossary of Terms <br />Empowering Innovation: Vital Neighborhoods as Sustainability Engine: Statement and <br />Recommendations of the Rasor Park MUC Citizen Advisory Committee, November 2007. <br />Implementation Strategies: Strategies and action recommendations described in Section 3 of <br />this report that are activities the City and stakeholders should undertake in order to implement <br />the Lower River Road Concept Plan. <br />Land Use and Development Concepts: Preferred development types and recommended zoning <br />and development code amendments described in Section 2 of this report. The zoning and code <br />amendments are discussed in Zoning and Development Code Review Memorandum, Spencer & <br />Kupper, May 8, 2009. <br />Lower River Road Concept Plan: An overall plan for the Lower River Road area that includes the <br />Multi-Modal Transportation Improvement Concepts and Land Use and Development Concepts. <br />Multi-modal Transportation Improvement Concepts: Traffic, pedestrian and bicycle <br />improvements identified for the Lower River Road Corridor and described in Section 2 of this <br />report. The source of the improvement concepts is Final River Road Conceptual Design Plan, <br />Robert Bernstein Transportation Planning and Engineering, February 2009. <br />Rasor Park Master Plan: An approved master plan for Rasor Park completed by the City of <br />Eugene, dated 2001. <br />The reports and work products that have been developed as part of this project are the basis <br />for the recommendations contained herein and they include: <br />• Cultural Resource Survey for the Rasor Park Mixed Use Center, Donovan & Associates, <br />November 2007 <br />• Market Evaluation for Rasor Park Mixed Use Center Plan, E.D.
