2. LOWER RIVER ROAD CONCEPT PLAN <br />The Lower River Road Concept Plan has as its foundation that Rasor Park and the Willamette <br />Greenway are the most significant resources for the neighborhood. This foundation underlies <br />the importance of creating a balance between the built and natural environments, and <br />incorporating sustainable practices whenever possible as a method to achieve this balance. <br />The Lower River Road Concept Plan describes objectives and recommendations for: <br />• Willamette River Greenway and Rasor Park <br />• Sustainability <br />• Multi-Modal Improvement Concepts for River Road <br />• Land Use and Development Concepts <br />• Recommended Amendments to Zoning and Development Standards <br />2.1 Willamette River Greenway and Rasor Park <br />The Greenway Corridor Enhancement Analysis prepared for this project by the Lane Council of <br />Governments provides background information and recommendations related to natural <br />resources, parks, and open space within the lower River Road study area. The study found that <br />the area's proximity to the Willamette River and the significant quantities of public park land <br />found in this area provides a set of unique opportunities and challenges. Issues and <br />opportunities related to natural resources, parks and open spaces are identified. <br />Recommendations on how these attributes may ultimately be addressed and incorporated into <br />the Lower River Road Concept Plan are made so that protection and enhancement of the areas' <br />natural resources, visual quality, recreational facilities and livability are achieved. <br />Table 1 includes a summary of key issues and challenges, and the recommendations that Lane <br />Council of Governments (LCOG) suggested that address these challenges derived from the <br />Greenway Corridor Enhancement Analysis. Many of these recommendations are also described <br />in other sections of this Concept Plan.
