Facilitators conducted initial interviews with CAC members to update them on process, develop <br />group-operating agreements, review the decision-making process, and express the necessity of <br />regular meeting attendance. The CAC committed to an intensive schedule and met ten times <br />over three months to review technical memorandums and community input. <br />The resulting document, "Empowering Innovation: Vital Neighborhoods as Sustainability <br />Engine," submitted to the Planning Commission on November 2007 articulated the vision for a <br />mixed use corridor and outlined necessary steps to advance its planning. The CAC developed <br />further refinement of the planning steps final work program and presented it to the Planning <br />Commission on April 2008. <br />Stakeholder Meetings <br />The CAC and city staff hosted an informational meeting for property and business owners to <br />update them on the process and hear comments or concerns to address in the planning <br />process. <br />Additional Community Outreach <br />Project booth at River Road Rocks, a major annual outreach event hosted by RCCO <br />Presentations to RCCO and WCC <br />Mailings, email and RRCO newsletter articles <br />Neighborhood walking tours <br />Updates posted on City, RRCO and WCC websites <br />Phase 3: Developing Strategies to,Make the Vision a Reality (2009) <br />Community Advisory Committee <br />As represented by the name change from "citizen" to "community," the CAC welcomed <br />expansion of its representation to include commercial and residential property owners and <br />additional residents. The revised CAC was charged with: <br />To provide input and direction on the Rasor Mixed Use Center Plan's (Lower River Road <br />Conceptual Plan) transportation and zoning components and associated implementation <br />strategies to develop an adoption recommendation to the Eugene Planning Commission. <br />[CAC Charter, December 2008] <br />The CAC met ten times over six months to review, discuss, and develop transportation and land <br />use zoning recommendations and implementation strategies. <br />Public Workshops <br />The CAC, intent on providing the community more in-depth opportunities to help shape the <br />final concept plan, hosted two large community design workshops. <br />Transportation Design Workshop <br />Over 100 participants provided input on what design strategies could create a safer and more <br />accessible River Road for pedestrians, cyclists, and automobile drivers.
