Capital Hill PUD Traffic Safety Analysis (14-020) <br />March 3, 2017 <br />4.0 Conclusion and Recommendations <br />The proposed Capital Hill Planned Unit Development does not require a traffic impact analysis <br />based upon the trip generation applicability of City of Eugene Development Code section (EC) <br />9.8670(1). To determine if a traffic impact analysis could be required for traffic safety conditions <br />per EC 9.8670(2), traffic safety was evaluated at existing and proposed driveway intersections <br />that will receive traffic from the proposed development and on the full length of Capital Drive <br />from Spring Blvd to Hendricks Park. An evaluation of the available crash data indicated that <br />there are no documented safety problems and no increase beyond a tangible threshold that <br />would suggest the existing conditions would become inadequate to accommodate any new traffic <br />resulting from the proposed development. It was determined that the addition of development <br />traffic will not impact existing levels of safety for road users - including bicycles and pedestrians <br />- or create unsafe conditions, however, a minimum width curbside sidewalk is recommended to <br />be constructed on Capital Drive from Alta Vista Court to the end of the roadway with or without <br />the proposed development, and it is recommended that the City of Eugene work with private <br />property owners to construct the sidewalk at private property frontages off-site. Existing hillside <br />topographical features of the roadway were determined to limit the feasibility of constructing <br />sidewalks (setback or adjacent) and/or widening on either side of the street. <br />A review of the crash history for the segment of Capital Drive between Spring Boulevard and the <br />end of the drive near Hendricks Park and intersection crash histories at Spring <br />Boulevard/Madrona Drive, Alta Vista Court and Cresta De Ruta Street revealed that zero crashes <br />have been reported for the nearby roadways and intersections during the most recent three-year <br />period of available crash data. It was also determined that safe intersection sight distance could <br />be achieved by minor trimming of vegetation and trees within the line of sight from the <br />observation points of existing and proposed site driveways that will receive additional traffic <br />resulting from development on the site, and that there are currently adequate stopping sight <br />distances provided on each of the approaches to the existing and proposed driveways. <br />The fire district has determined that the existing roadway alignment and paving width is <br />adequate to serve fire and emergency vehicle access. The proposed improvements include <br />providing a sidewalk on one side of Capital Drive and widening the traveled way at the site's <br />public street frontage. A private street and private access easements are proposed to provide <br />access to parcels on the site, and will uphold the right-of-way and paving width standards for <br />new streets, as provided in Table 9.6870 of Eugene Development Code. Connectivity to existing <br />nearby streets was demonstrated to be infeasible due to topographical constraints, with slopes <br />that exceed 25 percent limiting feasibility of construction. <br />© Branch Engineering, Inc. <br />Page 1 12 <br />
