Capital Hill PUD Traffic Safety Analysis (14-020) <br />March 3, 2017 <br />Drive and Spring Blvd comply with the standards and received a 2" asphalt <br />overlay/inlay during the 2016 construction season with City of Eugene Project <br />Number 4960. <br />(g) In the context of a Type II or Type III land use decision, the city shall grant an <br />exception to the standards in subsections (2)(b), (c) or (d) if the applicant <br />demonstrates that any proposed exceptions are consistent with either subsection <br />1. or 2. below: <br />I. The applicant has provided to the city, at his or her expense, a local street <br />connection study that demonstrates: <br />a. That the proposed street system meets the intent of street connectivity <br />provisions of this land use code as expressed in EC 9.6815(1); and <br />b. How undeveloped or partially developed properties within a quarter mile can <br />be adequately served by alternative street layouts. <br />2. The applicant demonstrates that a connection cannot be made because of the <br />existence of one or more of the following conditions: <br />a. Physical conditions preclude development of the connecting street. Such <br />conditions may include, but are not limited to, topography or likely impact to <br />natural resource areas such as wetlands, ponds, streams, channels, rivers, <br />lakes or upland wildlife habitat area, or a resource on the National Wetland <br />Inventory or under protection by state or federal law. <br />b. Buildings or other existing development on adjacent lands, including <br />previously subdivided but vacant lots or parcels, physically preclude a <br />connection now or in the future, considering the potential for redevelopment. <br />Finding: The intent of this Street Connectivity section of the report is to provide the <br />necessary documentation to satisfy the requirements for a local street connection <br />study and to demonstrate how the proposal complies with the Purpose and Intent of <br />EC 9.6815(1) and/or to provide documentation why an exception to subsections <br />(2)(b), (c) and/or (d) should be granted. Subsections (2)(b), (c) and (d) were discussed <br />previously, where it is demonstrated that the existing and proposed roadways are <br />sufficient to provide access and circulation to existing and proposed parcels on the <br />site and adjacent/nearby properties and that construction of additional street <br />connections to existing nearby roadways is infeasible due to topographical <br />constraints that limit constructability and existing land designated for parks uses. <br />The street and access layout is designed to provide sufficient emergency vehicle <br />access and circulation, provide efficient use of the land, preserve natural areas on <br />the site and comply with the paving width standards of 9.6870 to the highest extent <br />practicable. <br />© Branch Engineering, Inc. <br />Page 111 <br />
