Capital Hill PUD Traffic Safety Analysis (14-020) <br />March 3, 2017 <br />roadway. Meeting ADA criteria and constructing setback sidewalks is infeasible without <br />encroaching on existing private development, including privately owned fences, constructed <br />parking areas, private approaches and retaining walls that all appear to be constructed within <br />the right-of-way. The existing roadway streetscape on Capital Drive is consistent with <br />surrounding roadways in the Fairmount and Laurel Hill Neighborhoods that function and serve <br />residents adequately. The streetscape would benefit from construction of a minimum width two- <br />foot-wide curbside sidewalk from Alta Vista Court to Cresta De Ruta Street to delineate <br />pedestrians and motor vehicles with or without the proposed development. The City and existing <br />residents should work together to improve this existing gap in sidewalk facilities. Any sidewalk <br />constructed on this section of the road would not meet ADA criteria for slope and would be <br />difficult to build due to the top of bank location and existing roadside slopes. The development <br />proposal includes construction of curbside sidewalk and widening the paved width of the entire <br />site's frontage on Capital Drive from Cresta De Ruta Street to the end of Capital Drive at <br />Hendricks Park to 21 feet to provide improved emergency vehicle access. <br />As described previously, the current Public Improvement Design Standards Manual (February <br />2016) and the November 1999 Design Standards and Guidelines For Eugene Streets, Sidewalks, <br />Bikeways and Accessways allow a single lane with a single 14 foot travel lane for two-way traffic <br />constructed as a "queuing street". Narrow street widths are further discussed in the August 1996 <br />Eugene Local Street Plan, where narrower street widths are supported with a discussion of the <br />benefits of providing narrower streets resulting in cahning traffic speeds and volumes, reducing <br />impacts to the environment and stormwater runoff, improving neighborhood character, <br />increasing traffic safety, and providing other benefits compared to wider streets. <br />3.4 Street Connectivity <br />To determine if the proposed site and roadway conditions comply with the City of Eugene street <br />circulation and connectivity standards, a reference was made to City of Eugene Development <br />Code, section 9.6815. To demonstrate consistency of proposed onsite private street and existing <br />public street layouts with the purpose and intent of the Street Connectivity Standards of EC <br />9.6815(1), EC 9.6815(2) is provided and discussed below with narrative: <br />9.6815(2) Street Connectivity Standards <br />(a) All streets and alleys shall be public unless the developer demonstrates that a <br />public street or alley is not necessary for compliance with this land use code or the <br />street connectivity standards of subparagraphs (b) through (f) of this subsection. <br />Finding: The proposed new street to be provided on the site will be privately owned <br />and maintained and will comply with subparagraphs (b) through (f) of 9.6815(2). <br />(b) The proposed development shall include street connections in the direction of all <br />existing or planned streets within % mile of the development site. The proposed <br />development shall also include street connections to any streets that abut, are <br />adjacent to, or terminate at the development site. <br />Finding. The nearest street to connect the north end of Capital Drive to is Highland <br />Street, which is approximately 160 feet to the northwest, across land designated as <br />the City of Eugene's Hendricks Park. The 160 feet linear distance also has <br />approximately 40 feet of elevation difference (25% downgrade) from Capital Drive to <br />Highland Street.
