No vehicle speeds greater <br />than 30 miles/hour were recorded at either location during the counted periods. <br />2.1.5 Roadway and Intersection Crash History <br />The Oregon Department of Transportation's (ODOT's) Crash Analysis and Reporting Unit (CARD) <br />maintains a database of detailed crash history for all roadways with reported crashes through <br />the Oregon Traffic Accident and Insurance Report forms filed with ODOT's Driver and Motor <br />Vehicles Services Division (DMV). A request was made to CARU for any reported crash data on <br />the segment of Capital Drive from the intersection of Spring Boulevard to the end of the road <br />near Hendricks Park for the most recent five-year period of available data (January 1, 2010 <br />through December 31, 2014). The crash data included any reported intersection crashes on <br />Capital Drive at Spring Boulevard/Madrona Drive, Alta Vista Court and at Cresta De Ruta Street, <br />as well as the general segment of Capital Hill as described previously. The crash data received <br />from ODOT did not include any reported crashes. Currently, the Accident and Insurance <br />Reporting Form is required to be filed with DMV if the incident involves any property or vehicle <br />damage that exceeds $1,500/incident, and/or if the accident resulted in an injury or a fatality. <br />Crash data reports as received from ODOT are included as Appendix D. <br />3.0 DEVELOPMENT AND TRAFFIC CONDITIONS <br />3.1 Land Use <br />The result of the land use applications will allow five existing tax lots on the site to be divided <br />into 35 separate tax lots. The post developed conditions may include up to 37 new residences <br />bringing the unit total to 43, including three existing single family dwelling units and three <br />existing attached multi-family dwelling units. A likely development scenario could include up to <br />28 new single family detached housing units (dwellings) and up to nine (9) new multi-family <br />attached housing units. Two existing driveways on Capital Drive are proposed to remain to <br />continue to serve existing residences at 2875 and 2955 Capital Drive, while the other two <br />driveways (as described previously) will be improved to create a private loop through the site to <br />access newly constructed residences and existing residences at 2855 and 2995 Capital Drive. The <br />two accesses proposed to be utilized as a loop through the site will not provide connectivity to <br />other existing driveways.
