of any street in Eugene EXCEPT for what us old timers call
the old highway 99 that went through town. Started in
Glenwood went through Franklin Boulevard and continued
through town on 6t" and 7t" Avenue. This is a perspective of
the size of the issue on front of the proposed building.
Secondly, the engineering report mentioned the bus stop
on Hilyard adjacent to the building. They failed to mention a
bus stops twice an hour. Given the minimum time a bus
stops at three minutes, this totals at least six minutes per
hour. On an hourly basis the northbound right lane is
totally stopped for 10% of the time. Traffic backs up all the
way to 32nd during these times. The engineers glossed over
this issue.
The engineer's report used traffic counts in the afternoon,
we who live in the neighborhood know traffic in this area
COMPRESSES considerably more in the "drive time" in the
morning. Seems obvious.
Next, on a long term basis the traffic will be increasing
considerably on Hilyard. The City of Eugene has an active
policy promoting infilling. I have not seen the the
Residential Land Supply 2012-2032 map presented. It clearly
shows considerable amount of land is available for
residential lots. A map is attached. The traffic on Hilyard is
