R1 -~5 <br />TWA-P_. V A r-+- <br />I'm not anti-growth or anti-development. I'm in favor of smart, responsible growth & development that <br />respects the character of the existing neighborhood. This proposed 5-story building does not do that. <br />Your study by Sandow Engineering concluding that Amazon Corner will add to traffic, but "will not <br />degrade the mobility of the studied intersections" to below city standards is absolutely absurd. <br />The traffic impact analysis was inadequate and deeply flawed because it only looked at traffic patterns <br />between 4 and 6 pm, instead of other high-traffic times like morning work commutes and immediately <br />after schools let out. <br />It did not look at the true impacts of: Trips Generated, Impact on Neighbors, Spillover, Turns & Car <br />Refuge, Speed, Mitigation & School Buses. <br />The proposed 117 residential units, stacked up at this location exceeds the total number lining the <br />entire length of the Amazon Creek Corridor along both East and West Amazon from 33rd all the way to <br />the end at Martin Street. <br />The building will have mini-studios of 1 person, studios with possibly 2 people, 1 bedrooms with <br />possibly 3 people & 2 bedrooms with possibly 5 people by occupancy standards. How many cars will <br />need parking and trips will be generated from these people. <br />This will more than double the traffic in the area, especially with the added businesses and restaurants. <br />The area is already congested during peak times. <br />Traffic will spillover into the residential streets to avoid the bottleneck. <br />There'll be alternate travel routes into the neighborhoods to avoid the Hilyard and 32nd/30th <br />congestion. <br />Passage down 31st, 33rd & 34th Avenues to Willamette Street will affect the Southwest Hills <br />Neighborhood. <br />Re parking, clearly 159 surface & underground onsite parking spaces are no enough to accommodate <br />the 117 plus residents, guests, employees, retail & restaurant patrons, garbage/recycling trucks, <br />commercial supply trucks, building maintenance/service vehicles for such a large multi-use <br />development. <br />Parking will spillover to 32nd Ave, Alder St and beyond. <br />The traffic impact analysis is quite deficient and incomplete. <br />Many questions about the impact of increased traffic and overflow parking in the surrounding residential <br />area are left unanswered. <br />Neighbors who would be directly impacted by poor planning and mitigation of these impacts are <br />concerned and are supporting this appeal. <br />We're asking the Hearing Officer to call for a complete and thorough traffic impact analysis. <br />The City is responsible for the safety of pedestrians, bicyclists and people in vehicles. <br />We don't want to have a fatality to prove that responsible traffic mitigation is needed in this area of <br />Eugene. <br />
