Where cities allow employment uses inside flood <br />plain, that capacity should be counted. <br />(b) For other lands within Special Flood Hazard Area (SFHA) as identified on the <br />applicable Floodlnsurance Rate Map (FIRM), p yd -44wio reduction <br />unless the citv's existing zoning classification ofsuch areas prohibits or reduces allowed <br />development, in which case, the reduction shall be based upon the maximum density <br />alloiced by the city's existin.c, zoning classification. <br />660-038-0080 & 660-038-0150 - Redesianation. These changes are necessary to make <br />the rule consistent with Goal 14's requirement that "Prior to expanding an urban growth <br />boundary, local governments shall demonstrate that needs cannot reasonably be <br />accommodated on land already inside the urban growth boundary." Cities must look <br />seriously at redesignating surplus land - the rule can't waive this requirement. <br />The challenge with any redesignation analysis is the determination of what is "suitable" <br />for the new use. We have considered different options for defining this term, and in the <br />end, decided it would be better to leave the term undefined than to try to define and get it <br />wrong.
