The change also allows estimation of <br />redevelopable land capacity as a subtraction from demand, rather than a BLI item. This <br />approach has been taken in recent EOAs, such as Salem's. <br />660-038-0120(2) The citv must identift all lots and parcels in the UGB with either a <br />commercial or industrial comprehensive plan designation or zoning district, determine <br />which lots or parcels are vacant, partially vacant, or developed and calculate the total <br />area of such land, as follows: <br />(a) A citv may assume that a lot or parcel is vacant if the improvement value is less <br />than 85, 000 or if the improvement value less than 5 percent of the land value. <br />(b) A citv must identi[y all partially vacant lots and parcels. Vacant areas shall be <br />identified using an orthophoto or other map of comparable geometric accuracv. k <br />the vacant area is at least one-quarter acre, the citv shall consider that portion of <br />the lot or parcel to be vacant land <br />h <br />nn ,,t „SAY 7147, ,7,.1,1,.., <br />(c) A citv may assume that all other lots or parcels are <br />nn ,,t „nth e Ir474,,7,.r,WY 4 developed. <br />660-038-140(3) Account for projected redevelopment expected to occur in commercial <br />zone districts, as follows: separately multiply the result calculated in section (1) (d) by the <br />applicable percentages in paragraphs (a) and (b) of this subsection and then subtract the <br />resulting number from the gross acre need calculated in subsection (1)(a). <br />(a) For cities with a UGB population less than 10, 000, the redevelopment factor <br />shall be rbeilreen 10 and 15 percent. <br />(b) For cities with a UGB population greater than 10, 000 but less than 25, 000, the <br />redevelopmentfactor shall be betireen 15 and 20 percent. <br />(c) For cities with a UGB population equal to or greater than 25, 000, the <br />redevelopment factor shall be between X20 and 4-B-30percent. <br />660-038-140(4) Account for projected redevelopment expected to occur in industrial zone <br />districts, as follows: separately multiply the result calculated in section (2) (d) by the <br />applicable percentages in paragraphs (a) and (b) of this subsection and then subtract the <br />resulting number from the gross acre need calculated in subsection (2) (a). <br />(a) For cities with a UGB population less than 10, 000, the redevelopment factor <br />shall be Hiie 4a7abetireen 10 and 15 percent. <br />(b) For cities with a UGB population equal to or greater than 10, 000, the <br />redevelopment factor shall be Hiiebetireen 15 and 30 percent. <br />
