December 3-4, 2015 - LCDC Salem <br />Agenda Item 4, Attachment A <br />Proposed New Rules to Implement ORS 197A Public Draft 3 - November 23, 2015 <br />1 different housing categories determined in section (3) by the total housing need determined in <br />2 OAR 660-038-0030. <br />3 OAR 660-038-0050 <br />4 Determine Amount of Land Needed for Each Housing Type <br />5 A city must: <br />6 (1) Determine the land needed for each category of residential development over the 14-year <br />7 period by dividing the number of needed units determined in OAR 660-038-0040 by the <br />8 projected number of net dwelling units per acre using the ranges in Table 2. <br />9 (2) Calculate the overall net density (total dwelling units divided by total land need) for all <br />10 residential land need in terms of dwellings per acre and compare the result with the current <br />11 density of the developed lands shown in the buildable lands inventory within the city's UGB <br />12 completed under OAR 660-038-0060(5). <br />13 <br />14 (3) If necessary, adjust the density assumptions used in the residential land need analysis so that <br />15 the overall net density for all residential land need is at least equal to the density determined in <br />16 OAR 660-038-0050(2). <br />17 <br />18 (4) Add an amount equal to 25 percent of the total residential land needed to account for public <br />19 land need for infrastructure and facilities such as schools and parks and to account for private <br />20 institutional land need. <br />21 <br />22 OAR 660-038-0060 <br />23 Buildable Lands Inventory (BLI) for Residential Land within the UGB <br />24 A city must determine the supply and development capacity of lands within its UGB by <br />25 conducting a buildable lands inventory (BLI) as provided in this rule. <br />26 (1) For purposes of the BLI, the city shall classify the existing residential comprehensive plan <br />27 and zoning designations within its UGB based on allowed density.
