Agenda Item 4 - UGB Rulemaking <br />December 3-4, 2015 - LCDC Meeting <br />Page 8 of 56 <br />Mary Kyle McCurdy, Damian Syrnyk, Kim Travis, and John VanLandingham. This <br />group met three times beginning September 2014. <br />Employment Path Workgroup - to provide input on the "path" for determining <br />employment land need. Members: Andrea Logue, Brendan Buckly, Eric Hovee, Gil <br />Kelley, Jerry Johnson, Ted Reid, Terry Moore. This group met five times beginning <br />January 2014. For the last two meetings additional members were added to the group to <br />broaden its perspective and to provide input by local planners: Jessica Pelz, Jim Hendryx, <br />Suzanne Dufner, Mia Nelson. <br />Serviceability Workgroup - to help interpret the law's requirements that lands included <br />within the UGB be "serviceable" within seven or 14 years. Members: Stephan <br />Lashbrook, D.J. Heffernan, Jerri Bohard, Damian Syrnyk and Jon Chandler. This group <br />met primarily through electronic communication rather than in person meetings. Input <br />from the group was discussed in at least three RAC meetings. <br />• Public Facilities Workgroup - to provide input on rules to determine "impracticability" of <br />providing public facilities and services, as a basis for cities to exclude such areas from <br />study for UGB expansion. Members: DJ Heffernan, Greg Mott, Michelle Owen, Nick <br />Lelack, Stephan Lashbrook, Terry Moore. The group met two times beginning August <br />2014 and presented concepts for discussion by the UGBRAC. <br />Habitat and Wetlands Agency Discussion Group - to discuss and propose ideas for study <br />area exclusion for natural resources. Members: Joy Vaughan (ODFW) and Kathy Verble <br />(DSL). The group met two times, in addition to several individual meetings, but did not <br />reach agreement on a proposal to the RAC. Further discussions with these two agencies <br />took place subsequently, but RAC discussion of this topic did not occur until September <br />17, 2015. <br />Periodic Review Replacement Workgroup - to provide input to help design a <br />replacement periodic review process for large cities that use the simplified method. <br />Members: Jon Adam (City of Medford), Lisa Anderson-Ogilvie (City of Salem), Jerri <br />Bohard (ODOT), Jon Chandler, Erin Doyle, Peggy Lynch (League of Women Voters of <br />Oregon), Mary Kyle McCurdy, Clint Spencer (City of Hermiston), Becky Steckler <br />(Oregon Chapter of the American Planning Association). This group met only one time <br />and determined it could not conclude until several major policy topics in the new UGB <br />rules are decided, especially regarding public facilities and transportation planning. As a <br />result, the periodic review replacement aspect of the new rules has been postponed until <br />January of 2016, after the other aspects of the rules are decided. <br />
