Anne Davies <br />February 4, 2014 <br />Page 2 <br />Roughly 161 acres are proposed for inclusion, of which Eugene Sand owns about 139 acres. <br />Only about 30 acres of the Eugene Sand property has development potential, as upland that is <br />reclaimed mining land. Given its location, it would seem that a Commercial plan designation <br />would be most appropriate. <br />The land under discussion here is shown on a county plan slap. See Exhibit A. It is also shown <br />on an air photo. See Exhibit B. It is also outlined on a composite of an assessor's neap. See <br />Exhibit C. The ownerships involved are also in different colors on the same assessor's map. See <br />Exhibit D. And, finally, Exhibit E is a Table of all tax lots involved, showing number, size, <br />ownership and county plan designation. The acreages in the Table are approximate, reflecting. <br />assessor data. <br />From the standpoint of establishing priorities for adding land to the UGB, the land under <br />discussion here can be viewed as being in three categories. (1) Land that is plan designated by <br />the County as Gravel and zoned Sand and Gravel; (2) land that is plan designated by the County <br />as Industrial and zoned Sand and Gravel; and (3) non-high value land that is plan designated <br />Agriculture and zoned E-30, but which is surrounded by the UGB and land plan designated <br />Gravel. <br />Looking at the plan designation map in Exhibit A, the assessor's snap showing ownerships in <br />Exhibit D, and the ownership Table in Exhibit E, the following general picture emerges: <br />The vast majority of the acreage involved here is plan designated Gravel, is owned by <br />Eugene Sand, and is depleted sand and gravel extraction area. Wildish owns a bit of <br />Gravel land on the south of this area, and the county owns a road with that designation. <br />As evidence of the status of the dry land involved here as depleted mining area, we have <br />obtained a set of air photos from the University of Oregon library spanning the years <br />1951 to 2009. The air photos are available here: <br />littp.Hlibrary.uoi-egon,e(iu/ec/air )ll iotol)icktipflcloos/eugeiie/. <br />Of all the area plan designated Gravel, the vast majority of the acreage consists of a pond <br />that is residual from mining operations. See air photo in Exhibit B. <br />There is a smidgen of Eugene Sand property (about 3 acres in TL 1201) that is planned <br />Industrial and zoned Sand and Gravel. This is adjacent to N. Delta Hwy, and the county <br />Industrial property on N. Delta Hwy. that is already in the UGB. <br />Finally, there is the Agriculture land, about 9-12 acres owned by River Ridge Golf <br />Course, completely surrounded by the UGB and the acreage plan designated Gravel. This <br />acreage is not "high-value farmland as described in ORS 215.710." See Exhibit F, <br />Graphic and Table of soil types of Ag land. <br />
