Delta Hwy, south of <br />the River Ridge Golf Course, and east of the Willamette River. I believe that, as we left it, you <br />invited a filrther justification for making this addition. With this letter I want to continue the <br />discussion in more detail. <br />My client is Eugene Sand and Gravel Limited Partnership. This letter discusses other smaller <br />tracts of adjacent land as well, including land owned by Wildish Land Company, River Ridge, <br />and Lane County. I only represent Eugene Sand. However, I have had discussions with the <br />other private owners, understand them to support this initiative, and am copying them with this <br />letter. As for Lane County, which owns a road in the area discussed here, I have had a very brief <br />discussion with Marsha Miller, Lane County Public Works Director, but have not polled her <br />opinion. <br />Summary: <br />In the broadest of terms, the suggestion is to include in the UGB all of the land that is north of <br />the UGB, south of the golf course and Ayres Road, east of the Willamette River, and west of N. <br />Delta. Most of this acreage is owned by Eugene Sand. <br />The rationale for including this land is two-fold. First, as a practical matter, including this land <br />will give the city control over the balance of the land that is north of Beltline all way to the City <br />limits and UGB on the north. There is about 6,200 feet of river frontage between Beltline and <br />the city limits on the north, and none of it is developed yet, other than with the River Ridge golf <br />complex. This poses really great opportunities for developing recreational uses along the river in <br />a thoughtfiil and comprehensive manner. <br />Secondly, and more importantly, if the City is to add any land to the UGB for either Goal 9 <br />(Economy) or Goal 10 (Housing) purposes, state law requires that all of this land be in the first <br />priority for inclusion in the UGB, as discussed further below. <br />
