Quoting the Sandow Engineering report. <br />The intersection of Hilyard is a t-intersection being stop controlled. During the PM peak hour, it <br />was observed that vehicles making a left turn from E 32nd Avenue to southbound Hilyard Street <br />had difficulty completing the turn and many attempted to do a two-stage-left turn in order to <br />turn. A two-stage left-turn allows drivers to make a left-turn in two stages, the first stage <br />crossing one direction of traffic to a refuge area in the median, and the second stage joining the <br />flow of traffic. (CAPITALIZATION MINE) THE EXISTING MEDIAN IS NOT CURRENTLY DESIGNED AS <br />A REFUGE. <br />(PACKET 3) <br />RESPONSE: <br />This observation is valid. People to get to 32nd Ave. from 30th Ave. are using Alder, Kincaid, <br />Harris, Potter, and University Streets thus avoiding this traffic issue. <br />R-9865042 <br />......The analysis must include an examination of all site access drives, adjacent roadways, and <br />other roadways and intersections that will receive 50 or more peak hour trips as a result of <br />completion of the proposed development. <br />Response: An assumption is made that most people using the 32nd Ave. entrance/exit will be <br />using the intersection on the corner of 32nd Ave. and Hilyard St. That is unsupported by actual <br />traffic patterns in this area. People avoid this intersection and the intersection at the corner of <br />30th Ave, and Hilyard St. any way possible. Already mentioned people use the alley between <br />Alder Street and Hilyard St. often and go onto private property to get to East Amazon Drive. <br />Also there are numerous vehicles that make use of Alder Street between 30th Avenue and 32nd <br />Avenue. (People also illegally going through the barrier at corner 32nd Avenue and Alder Street <br />is common.) <br />People exiting the project on 32nd Avenue will drive about 160 feet east, turn left on Alder St. <br />and over to 30th Ave. (EXHIBIT 1 REPEATED) The main northbound traffic on Alder Street during <br />peak times is to get to downtown, the University and to take children to Camas Elementary <br />School, Roosevelt Middle School, and to South Eugene High School. Driving over 30th Avenue is <br />relatively easy except for traffic middle afternoon from LCC. The traffic light at the corner of <br />30th Ave. and Hilyard St. acts as a traffic metering device for eastbound traffic. Entrance/exit <br />traffic on 32nd Avenue will make worse a common traffic pattern only made worse by traffic <br />from the project. <br />ALDER STREET IS THE BICYCLE FREEWAY FROM THE RIVER TO CORNER 39TH AND EAST AMAZON <br />RESPONDING TO R-98650-F 4.4.9 PEDESTRIAN AND BICYCLE LINKAGES. <br />
