To whom it may concern,
Regarding "Amazon Corner" impact on neighborhood traffic.
Dear Erik,
I live at 645 E. 31Ave right at the corner of E. 31st and Hilyard and have concerns regarding how this
development will impact vehicle and pedestrian traffic.
1. Problem
Most neighbors cross Hilyard to Albertson's at E. 3lave. not at the traffic light intersection. The traffic
intersection at 30th / Amazon Parkway / Hilyard is very unsafe for pedestrians. Both right turners from Amazon
Pkwy and left turners from 3oth often threaten pedestrians in the crosswalk even with crossing signal indicating
walk (the auto light indicates a green turn during walking signal)
Crossing Hilyard during peak AM and PM hours is the worse. Not only is there just more traffic for school and
work, many of those drivers seem distracted, late or rushed. This will increase tremendously with a high
density dwelling on 32st and Hilyard.
1.Suggestion
Install a blinking crosswalk at E. 31 st and Hilyard exactly like the blinking crosswalk at 30th and Alder st for
pedestrians.
I am not sure if the crosswalk would work best on the south side of 31st or the north side-would depend on
what auto turn lane design on Hilyard. Come spend some time on this (31 st ave) street at peak hours and you
will see there are several big problems already.
2. Problem
Auto traffic choosing to skirt Amazon Pkwy/ 30th/Hilyard intersection and dash through the neighborhood is
already bad and fast (even with traffic slowing bumps) and will only increase. I don't think enough
consideration has addressed this issue. I don't know that I have any good recommendations either, but it
warrants another look.
Difficulty attempting to turn North from E 31 st onto Hilyard will only increase maybe even become impossible
during peak AM and PM hours. This will push southeast residents to navigate back into the residential
neighborhood for a route to the major arteries either to the congested Willamette or to Ferry St to access 29th
and Amazon Pkwy. Turning either E or W onto 29th has become extremely problematic since the lane and light
changes on Willamette st. I believe it is the yellow blinking turn lights at Willamette and 29th that create the
never ending flow of traffic traveling west on 29th toward Amazon.
Many of these same problems will be created on 32nd Ave east of Hilyard trying to turn south across Hilyard.
