this condition. The Planning Commission voted to include the appellant's recommended condition of <br />approval regarding weather protection features to ensure compliance with EC 9.2173(6)(d). The <br />adopted condition is as follows: The development shall provide a weather protection feature within 30 <br />feet of each entrance to the hotel building. <br />Ill. CONCLUSION <br />Accordingly, Hearings Official's decision is hereby reversed, and with the supplemental findings provided <br />above, the subject land use applications for the Towneplace Suites hotel on Tax Lot 1200 of Assessor's <br />Map 17-03-30-20 are APPROVED with the following conditions of approval: <br />1. Final landscaping consistent with the Landscape Plans and WR Restoration Plan (Sheets <br />L1.1/L1.2/L1.3, revised 12-22-15) shall be installed before final occupancy. <br />2. Tree protection methods listed on the Tree Preservation Plan (Sheet C110, dated 12-24-15) <br />shall be shown on plans submitted for a building permit and implemented during <br />construction. <br />Plantings within the designated restoration area shall receive watering consistent with the <br />notes on Plan Sheets L1.2 and 1-1.3. For a period of 3 years after final approval, any sick or <br />dead plants shall be replaced. <br />4. The Final Site Plans shall be modified to reflect a Special Setback of 27.5 feet, measured <br />from the centerline of the Valley River Way right-of-way. <br />The Final Site Plans shall be revised to show the proposed Trash Recycle Enclosure as <br />covered, hydraulically isolated, and connected to the private wastewater system. <br />6. The Final Site Plans shall be modified to provide trees meeting the definition of "canopy <br />trees" in any required landscaping bed such as the perimeter landscaping and planting <br />islands adjacent to the parking areas per EC 9.6420(3)d.1, EC 9.6210(2)a and EC 9.0500. <br />The subject structure, as shown on plans submitted for a building permit, shall not exceed <br />65 feet in height. <br />8. The development shall provide a weather protection feature within 30 feet of each <br />entrance to the hotel building. <br />As noted in the staff report, a final site plan and performance agreement will also be required. <br />The foregoing supplemental findings and conclusion are adopted as the Final Order of the Eugene <br />Planning Commission, for Towneplace Suites (WG 16-1; SR 16-1; ARB 16-3), this 19th day of September, <br />2016. <br />
