near its intersection with Willamette Street which would appear to exceed the maximum grade <br />allowed under private street standards. <br />Based on ITE Category 220/Apartments, the development is expected to generate over 1100 <br />daily trips on average. With an estimated Average Daily Trips greater than 750, the private <br />street would be categorized as a Medium Volume local street. The applicant has not provided <br />sufficient information for Public Works staff to evaluate whether the proposed private street <br />would meet the local street standards as described in the Eugene Arterial & Collector Street <br />Plan dated November, 1999 (also see Section M, Private Streets and Alleys, from adopted <br />Resolution No. 4608). As noted above, the proposed alignment does not appear to meet the <br />maximum grade requirements (15% with up to 200-foot lengths of grades up to 209,o', but no <br />intersections or driveway access in areas with grades above 15%). As depicted on the plans, <br />the proposed street also lacks the required sidewalk of at least 3 feet in width along one side <br />and meeting ADA standards. The materials also lack any information about sight distance <br />requirements or traffic controls that might be needed at the proposed intersections. At a <br />minimum, the applicant would need to submit further evidence that the proposed private <br />street can feasibly be constructed to meet the local street standards. Public Works staff also <br />notes that a Traffic Impact Analysis (TIA) is not part of the criteria for this application (under <br />'bid code"). <br />Stormwater Service <br />The site plans show a reference to a 30" pipe near North Braeburn Creek near the southwest <br />corner of the subject property. The creek is also shown on the plans. A PEPI application was <br />submitted in 2007 to pipe the creek at this location, but that application has expired and the <br />proposed work is not approved. In the event that the Hearings Official ultimately approves the <br />CIR-CUP application, Public Works staff recommends that the site plans be revised remove any <br />reference to a 30" pipe in this location. <br />A private storm drainage system is also shown to provide drainage for the private street and <br />paved surfaces, but the applicant has not demonstrated that the proposed dwelling units will <br />be served by a storm drainage system. Public Works staff does not concur that this criterion <br />has been met and recommends that the plans be revised to demonstrate how the structures <br />are served with storm drainage system that provides an acceptable destination for stormwater <br />runoff. Staff also notes the City's Stormwater Basin Master Plan identifies a capacity deficiency <br />in the public system downstream from the development site that will need to be addressed <br />through the permitting process. <br />(b) The proposed project is designed to: <br />3.
