AGENDA ITEM SUMMARY <br />May 10, 1999 <br />To: Planning Commission <br />From: Planning Division <br />Re: LAND USE CODE UPDATE: 9.6000s APPLICATION REOUIREMENTS & <br />CRITERIA (Selected Sections from 9.6400 through 9.6535) <br />Action Requested: To provide preliminary comments to staff regarding draft application <br />requirements and criteria for the following: 1) Planned Unit Development, <br />and 2) Site Review. <br />Brief Summary of Agenda Item: <br />On May 10, 1999, the commission is scheduled to review the following draft code sections: <br />Planned Unit Development (EC 9.6400- 9.6435) <br />Site Review (EC 9.6500- 9.6535) <br />Background: <br />The key policy issues regarding the land use application approval criteria are listed below: <br />1. Planned Unit Development <br />A. Is Section 9.6400 clear regarding the overall purpose of the Planned Unit <br />Development? <br />B. Section 9.6405 indicates that PUD process shall be used if required by an <br />adopted refinement plan (such as the South Hills Study) or if the property <br />is actually zoned with the /PD zoning overlay. Currently, the PUD <br />process may also be used incases where "The proposed development <br />cannot be accomplished using other available zoning or land division <br />provisions." Should the PUD process be an option without requiring the <br />applicant to demonstrate that the project can not occur within framework <br />of regular code standards? <br />C. Section 9.6420 contains approval criteria for PUDs. Are the criteria clear? <br />Do they sufficiently address the range of design issues important to <br />consider in a PUD? <br />2. Site Review <br />A.
