LaurelRidge Page 2 of 2 <br />Zone Change Application - Exhibit F - Zone Change Mapping Methodology <br />May 15, 2015 <br />3. Located the Subject Property on the Diagram. <br />o Obtained a drawing of the legal centerline of the 301h Avenue Right-of-Way from the <br />project's surveyor. Obtained updated edition of previously generated and field verified <br />boundary survey of subject property with the 30th Avenue centerline added to the survey <br />drawing. <br />o Generated a Zone Change `base sheet' utilizing the updated survey at scale of 1" = 200'. <br />The base sheet contains the subject property boundary survey, the 30th Avenue right-of- <br />way centerline and the eligible 'referents' of 30th Avenue and the north arrow. Printed this <br />as Sheet No. ZC-2 - Zone Change - Subject Property. <br />o As suggested by LUBA, enlarged the Metro Plan Diagram' to the same scale as the <br />property boundary survey (1" = 200') and printed the Diagram (that portion in the vicinity <br />of the subject property) on the base sheet containing the subject property's boundary <br />survey, 30th Avenue and the north arrow. <br />o Fit the location of the Metro Plan Diagram on the subject property by utilizing the Metro <br />Plan Diagram referents. Kept north oriented north, while aligning the Metro Plan <br />Diagram's single black line representation of 30th Avenue with the surveyor-located 30th <br />Avenue centerline. Printed the metro Plan Diagram alone as Sheet No. ZC-3 - Zone <br />Change - Adopted 2004 Metro Plan Diagram. Printed the Metro Plan Diagram on top of <br />the Subject Property as Sheet No. ZC-4. <br />4. Illustrated Existing Zoning for the Subject Property. <br />o Accessed City of Eugene Interactive Zoning Map and confirmed current zoning of the <br />subject property. <br />o Utilized the above described Zone Change base sheet and added existing zoning <br />information. Printed this as Sheet ZC-5 - Zone Change - Existing Zoning. <br />Illustrated Proposed Zoning for the Subject Property. <br />o Utilized the above described Zone Change base sheet and added proposed zoning <br />information. Printed this as Sheet ZC-6 - Zone Change - Proposed Zoning. <br />Generated Exhibit G - Zone Change Maps. <br />o Assembled the above into a set of Zone Change maps. <br />ZC-1 - Zone Change - Cover Sheet / Vicinity Map. <br />ZC-2 - Zone Change - Subject Property. <br />ZC-3 - Zone Change - Adopted 2004 Metro Plan Diagram. <br />ZC-4 - Zone Change - Metro Plan Diagram on the Subject Property. <br />ZC-5 - Zone Change - Existing Zoning. <br />ZC-6 - Zone Change - Proposed Zoning. <br />In its decision regarding the prior LaurelRidge zone change (LUBA No. 2013-098, Jan. 29, 2014) LUBA reversed course and <br />indicated that scaling up the Metro Plan Diagram could be acceptable. It said: "7t may be possible to scale up the digital version <br />of the map, overlay it with property lines from a digital database, and determine the precise plan designation boundaries on the <br />subject property with reasonable accuracy" (Page 21). <br />Laurel Ridge Record (Z 15-5) Page 1086 <br />
