Exhibit <br />May 15, 2015 <br />LAURELRIDGE <br />Zone Change Application <br />Map 18-03-10-00, Lots 701 and 703 <br />MAPPING ZONE CHANGE METHODOLOGY <br />The task is to determine what part of the property is plan designated Low Density Residential (LDR) on <br />the Metro Plan Diagram and what part is designated Parks and Open Space (POS). The former area is a <br />candidate for rezoning to R-1, Low-Density Residential. The latter can be rezoned to PRO - Park, <br />Recreation and Open Space. This discussion documents in detail how that determination was made for <br />this application. <br />Step Activity <br />1. Started with the 2004 Metro Plan Diagram. <br />o The most recently adopted Metro Plan Diagram was adopted as part of Ordinance No. <br />201319 (April 21, 2004). That ordinance adopted wholesale amendments to the plan text <br />and a revised Diagram. The Diagram associated with the ordinance is labeled Exhibit C <br />in the ordinance and carries a date of April 8, 2004. It is attached hereto as Exhibit C. <br />o In its decision regarding the prior zone change request for the property, LUBA noted that, <br />while at a small scale and not parcel specific, the 2004 Diagram is sufficiently detailed to <br />show that some of the property is designated POS. <br />o In order to ensure the best accuracy in the Diagram relied upon, the applicant requested <br />as a public record a copy of the original ordinance. It is that first generation copy of the <br />Diagram, from the original ordinance, that was used in this methodology. <br />Determined what on the Diagram could be used. <br />o Met with senior planning staff from the City of Eugene and asked their opinion on how to <br />go about aligning the Metro Plan Diagram with the subject property. Staff stated that <br />such an exercise must be done using only information what was included in the Diagram <br />itself. <br />o There are quite a few things which are not on the diagram. Topography, elevations, <br />slopes, high points or low points, tax lot lines, local streets, utilities, easements, <br />drainageways, Goal 5 resources. None of this could be used because none of this is on <br />the Diagram. <br />o What could be used includes the adjacent 3011 Avenue (depicted as a single black line on <br />the Diagram), the UGB and the Diagram's north arrow. These three things - 3011 <br />Avenue, the UGB and the north arrow - were referred to by staff as `Referents.' Of these <br />three referents, the 30th Avenue alignment and the north arrow are definite. The UGB <br />line, in contrast, is generalized by definition. Furthermore, the UGB line was reduced to a <br />metes and bounds line in the subject property's annexation decision. Therefore, the UGB <br />line as it appears on the Diagram is not a fixed referent. <br />o With regard to 30th Avenue, contacted Lane Council of Governments <br />staff to ascertain the methodology used by LCOG staff in locating 301h <br />Avenue on the Metro Plan Diagram. LCOG Staff did not have any <br />written record, nor any recollection, as to how 30th Avenue was located <br />on the Diagram. Thus, whereas 30th Avenue may be a referent, because <br />it is on the Diagram, it cannot be assumed to be precisely located. <br />PLANNERS 3.
