Ensure that development occurring within river and waterway corridors is responsive to <br />and provides protection of these valuable natural assets. <br />Encourage, where appropriate and in keeping with Greenway goals, development that <br />respects the quality of rivers and waterways and provides a variety of opportunities for <br />enjoyment of those resources by the public. <br />4. Encourage coordinated water planning and the development of the area's waterways, <br />where appropriate, as part of the area's open space and park system. <br />Policies <br />D. I Periodically, local governments shall review Greenway boundaries, uses, and potential <br />acquisition areas to ensure continued compliance with state and local Greenway goals. <br />D.2 Land use regulations and acquisition programs along river corridors and waterways shall <br />take into account all the concerns and needs of the community, including recreation, <br />resource, and wildlife protection; enhancement of river corridor and waterway <br />environments; potential for supporting non-automobile transportation; opportunities for <br />residential development; and other compatible uses. <br />D.3 Eugene, Springfield, and Lane County shall continue to cooperate in expanding water- <br />related parks and other facilities, where appropriate, that allow access to and enjoyment <br />of river and waterway corridors. <br />DA Lane County, Springfield, and Eugene shall continue to participate in efforts to determine <br />the feasibility of an urban canal that would connect Eugene's historic Millrace to <br />Amazon Creek. Likewise, Springfield's efforts to improve the scenic quality of its <br />Millrace should be encouraged. <br />D.5 New development that locates along river corridors and waterways shall be limited to <br />uses that are compatible with the natural, scenic, and environmental qualities of those <br />water features. <br />D.6 New industrial development that locates along the Willamette and McKenzie Rivers shall <br />enhance natural, scenic, and environmental qualities. <br />D.7 Potential public access points in rural agricultural areas shall be carefully reviewed to <br />ensure preservation of the Willamette River Greenway environment, with special <br />emphasis on problems of vandalism and trespass. <br />D.8 Within the framework of mandatory statewide planning goals, local Willamette River <br />Greenway plans shall allow a variety of means for public enjoyment of the river, <br />including public acquisition areas, residential areas, and commercial areas. <br />Laurel Ridge Record (Z 15-5) Page 668 <br />
