LaurelRidge Zone Change (City File Number Z 15-5) Page 2 of 3 <br />Post Hearing - Applicant Testimony <br />September 2, 2015 <br />Plan diagram. The adopted 2004 Metro Plan diagram, the official version, is the paper <br />copy labeled "Exhibit C" in the City of Eugene's adopting ordinance (Council Ordinance <br />Number 20319). The applicant obtained a paper copy of that by way of a Public <br />Records Request in July of 2014. <br />o There is (or was) a "digitized" version of the adopted diagram - a static version in PDF <br />format. We have one in our file. The date on the diagram itself is the adoption date of <br />4/08/04; the date on the PDF file is 1/13/10; but it is unknown when this digital version <br />was actually obtained. It is also unknown if this is an accurate, unchanged version of the <br />original 2004 diagram as there is at least one noticeable difference - the addition of the <br />caption "Valid at 11x17 Scale Only" in a bold black-outlined box. <br />o The 2004 diagram does not now appear to be available from the entity responsible for <br />the maintenance and safe-keeping of the Metro Plan - Lane Council of Governments <br />(LCOG). LCOG's webpage regarding the Metro Plan contains two links - one to the <br />"Complete Metro Plan"and the other to the "Metro Plan Diagram (Map)." <br />■ Clicking on the first link - the "Complete Metro Plan" link - opens up a copy of <br />the 2004 Metro Plan document. At Page 57 of the 163-page PDF of the <br />document, is the Metro Plan diagram. But, alas, it is not the adopted diagram. <br />This diagram is dated 12/31/2010 and it only takes a moment to find multiple <br />differences in various designations on the diagram. The north arrow is different <br />too. It appears to have been rotated back to its pre-2004 orientation. <br />■ Clicking on the second link - the "Metro Plan Diagram (Map)" link - opens up <br />that same 12/31/2010 graphic. Again, clearly it is not the adopted Metro Plan <br />diagram. <br />o Going to the City of Eugene website to find a copy of the 2004 plan diagram is equally <br />unhelpful. The city's web page regarding Studies, Adopted Plan and Archives contains <br />two links with "Metro Plan" in the title. <br />■ Clicking on the first link, "Metro Plan"one is sent to a 2014 ordinance amending <br />the Metro Plan in terms of establishing city-specific urban growth boundaries, <br />etc. It is not the adopted 2004 Metro Plan. Nor does not contain a plan diagram <br />of any version. <br />■ Clicking on the second link, "Studies/Plans Associated with the Metro Plan", one <br />is directed to LCOGs webpage described above. <br />o Thus if one is looking for a Metro Plan Diagram that is now digitized, the adopted <br />diagram does not appear to be available. <br />o Given that the official, adopted 2004 diagram does not appear to be available in a <br />digitized version, and that the pedigree of the PDF version in unknown, the applicant's <br />team elected to use the one true version of the diagram that is, for certain, the adopted <br />2004 Metro Plan Diagram - the paper copy labeled "Exhibit C" from the City of <br />Eugene's adopting ordinance (Council Ordinance Number 20319). <br />The North Arrow <br />The Metro Plan diagram made its first public appearance in 1980. Its source material and drafting <br />methodology is unknown. It is clearly not digital material or digitally drafted. Further, as explained in the <br />Metro Plan text, it is a generalized diagram. <br />There have been three adopted Metro Plan diagrams. The 1980 version (adopted 1982), the 1987 <br />version and the 2004 version. Setting aside differences in the diagram itself, and focusing on the north <br />arrow, the 1980 and 1987 diagrams appear to be the same in terms of the orientation between the <br />diagram and the north arrow. On the 2004 diagram, however, the orientation between the diagram and <br />the north arrow is not the same. The north arrow has been rotated - about two degrees clockwise. <br />This north arrow rotation causes concern. For a couple of reasons - both significant. First, this rotation <br />changes the relationship between any property and the location of Metro Plan designations on that <br />property.
