6 <br />Simon Trautman did not live within the notice boundary and was not <br />mailed notice of initial evidentiary hearing on the Oakleigh Meadow Co- <br />Housing Planned Unit Development .(PUD). LUBA Rec. 1317-19. <br />Nevertheless, Mr. Trautman was one of three signatories on a September 1, <br />2013 letter "[t]o whom it may concern" regarding "the Oakleigh Lane Co- <br />Housing Development." LUBA Rec. 1308. In that letter, however, Mr. <br />Trautman did not identify his physical address or include a return address for <br />notices. Id. Mr. Trautman did not appear at the public hearing, or otherwise <br />inform the City of Eugene where he lived. At the time that he submitted the <br />letter, Mr. Trautman was not living. on Oakleigh Lane. Rec. 276-77. <br />In fact, before. the Hearings Official had rendered the initial decision in <br />this case on November 12, 2013, Mr. Trautman had "returned for his second <br />season as the Director" of the Sawtooth Avalanche Center in Ketchum, Idaho. <br />Rec. 279-80. The Center began providing updates on avalanche conditions on <br />October 1, 2013, and noted that it was "officially" operating again on October <br />17, 2013. Rec. 282. On November 2, 2013, Mr. Trautman presented at an <br />"Avalanche Worker Safety Roundtable" at Utah Snow & Avalanche Workshop <br />in Sandy, Utah. Rec. 278. Two days after the Hearings Official's decision., on <br />November 14, 2013, he made a presentation on "Operations, forecasting, and <br />you" at "Idaho Mountain Touring." Rec. 278; 283. Mr. Trautman would <br />continue to provided snow advisories from the Center during November and <br />December of 2013. Rec. 284-86. However, he never advised the Eugene <br />
