OAKLEIGH <br />a9aa.~~3 INEit 1)0W <br />c n H a u s a v c <br />EC 9.5500 Multiple-Family Standards, that will offer a combination of <br />privately-owned and shared spaces. <br />EC 9.8320(5} THE PUD PROVIDES SAFE AND ADEQUATE TRANSPORTATION SYSTEMS THROUGH <br />COMPLIANCE WITH THE FOLLOWING: <br />(a) EC 9.6800 through EC 9.6875 Standards for Streets, Alleys, and Other Public <br />Ways (not subject to modifications set forth in subsection (11) below). <br />Findings: The existing conditions of Oakleigh Lane provide a 20-foot wide <br />Right of Way with no sidewalks along the entire street. An 8-inch sanitary <br />line runs along Oakleigh Lane and is accessible by a manhole located directly <br />outside of the North property line near the end of Oakleigh. Oakleigh Lane <br />can be described as having a `country lane' feeling, which neighbors have <br />explicitly expressed an interest in preserving. Please see the attached <br />Geographic Survey for reference. <br />The entire lane is covered with asphalt paving, clear of structural cracks or <br />potholes, measures 19.4 feet wide, and spans beyond the ROW South into <br />the development property by approximately eight f eet or less. The street <br />paving terminates approximately 140 feet to the East beyond the <br />development site's westernmost property line. The PUD proposes to <br />connect to the existing paved street with a new concrete apron, measuring <br />22 feet wide and approx. 40 feet long, with an adjacent three-foot wide <br />concrete path extending to the pavement. Please see the proposed site plan <br />and Geotechnical Investigation provided for graphic and detail information. <br />The PUD proposes to resurface the asphalt pavement that abuts the <br />development property in an attempt to most importantly allow for an <br />emergency vehicle and fire-apparatus access path, but also to appease any <br />neighborhood concerns about the condition of the end of the street and to <br />maintain the connection to the existing well-worn dirt path that connects <br />pedestrian and bicycle traffic on Oakleigh Lane to the Willamette River Bike <br />Path system. <br />There are no new public or private streets proposed with this development. <br />Additionally, no reserve strips, cul-de-sacs, transit routes nor street names <br />are proposed. Adequate access to the site is already provided through the <br />adjacent public street network, Oakleigh Lane, and street connections are <br />provided to all existing streets that abut the property. <br />Although no public or private streets are proposed, the PUD provides a <br />driveway, no less than twenty-two feet wide, accessing the parking, carports, <br />and garages.
