Y 17 H <br />OAKLEIGH <br />1 <br />l EA 1) 0 W <br />S <br />~ <br />~ s <br />c <br />a <br />~6a <br />0 u <br />,zn a,oaa' ao, o.ss? <br />G U H O 11S I N G <br />(Policy D.9) Local and state governments shall continue to provide adequate <br />public access to the Willamette River Greenway. <br />Findings: The proposed PUD provides adequate public access to the <br />Willamette River Greenway through a system of on-site pedestrian and <br />bicycle paths and also by connecting the existing Greenway paths to the PUD. <br />For further information, a Willamette Greenway permit application, file <br />number WG 13-0001, is being submitted concurrently with this application <br />that will provide criterion analysis. <br />METRO PLAN - SPECIFIC ELEMENTS: (E) ENVIRONMENTAL DESIGN ELEMENT <br />(Policy E.1) In order to promote the greatest possible degree of diversity, a <br />broad variety of commercial, residential, and recreational land uses shall be <br />encouraged when consistent with other planning policies. <br />Findings: The proposed PUD is consistent with both the Metro Plan and <br />River Road-Santa Clara Urban Facilities Plan (UFP) policies. For further <br />information, a Willamette Greenway permit application, file number WG 13- <br />0001, is being submitted concurrently with this application that will provide <br />criterion analysis. <br />(policy E.2) Natural vegetation, natural water features, and drainage-ways <br />shall be protected and retained to the maximum extent practical. <br />Landscaping shall be utilized to enhance those natural features. This policy <br />does not preclude increasing their conveyance capacity in an environmentally <br />responsive manner. <br />Findings: The PUD proposes to protect the natural vegetation, natural water <br />features, and drainage-ways by utilizing native landscape planning while <br />minimizing the amount of significant trees removed from the development <br />property and by reducing encroachment of the river and open space by <br />employing careful site orientation design. For further information, please <br />see landscape and civil engineering attached information and also the <br />Willamette Greenway permit application, file number WG13-0001. <br />(Policy E.4) Public and private facilities shall be designed and located in a <br />manner that preserves and enhances desirable features of local and <br />neighborhood areas and promotes their sense of identity. <br />Findings: The desirable feature of the neighborhood is the open space that <br />surrounds the river and also the Willamette River, including views and <br />access. As outlined in this statement, this PUD provides maximum openness, <br />connectivity, and recreation for neighborhood.
