C 0 H 0 U S I N G <br />EC 9.9.560 - EUGENE-SPRINGFIELD METROPOLITANAREA GENERAL PLAN (METRO PIAN). <br />(5) Environmental Design Element: Natural vegetation, natural waterfeatures, <br />and drainageways shall be protected and retained to the maximum extent <br />practicable, considering the economic, social, environmental, and energy <br />consequences in the design and construction of urban developments. <br />Landscaping shall be utilized to enhance distinctive natural features (Policy <br />2, page III-E-3). <br />Findings: The proposed PUD is within the Greenway, and a Willamette <br />Greenway permit application, file number WG 13-0001, is being submitted <br />concurrently with this application that will provide criterion analysis. Policies, <br />goals, and objectives of the Metro Plan relevant to the proposed PUD have been <br />included below. <br />METRO PLAN - GROWTH MANAGEMENT <br />(POLICY 1) The Urban Growth Boundary (UGB) and sequential development <br />shall continue to be implemented as an essential means to achieve compact <br />urban growth. The provisions of all services shall be concentrated inside the <br />UGB. <br />Findings: The parcels affected by this application are currently within the <br />Eugene portion of the Metropolitan Urban Growth Boundary and were <br />incorporated into the City of Eugene. The annexation of the subject site was <br />made in compliance with an acknowledged comprehensive plan and <br />implementing ordinances, and with the established availability of urban <br />facilities and services. As annexed land, the subject site provides for compact <br />urban growth with essential services available for development. <br />The Metro Plan defines compact growth as "The filling in of vacant and <br />underutilized lands in the UGB, as well as redevelopment inside the UGB." <br />This application will allow compact urban growth to occur on lands that are <br />currently within the UGB and underutilized for a residential area in such a <br />manner that is consistent with Metro Plan. The development of the site will <br />provide adequate housing opportunities for mean income levels in the <br />neighborhood. <br />&OLICY10) Annexation to a city through normal processes shall continue to be <br />the highest priority. <br />[POLICY 16) Ultimately, land within the UGB shall be annexed to a city and <br />provided with the required minimum level of urban facilities and services. <br />1372 P U D Tentative -June 14, 2013 Page 13 of 46 Oakleigh Cohousing PDT 13-0001 <br />
