OAKLEIGH <br />C 0 H G U S i 4 G <br />ground and within the Zone 'X' Special Flood Hazard Area. The established Base Flood <br />Elevation (BFE) for the PUD site is 401.8 feet, measured above sea level. The topographic <br />BFE line is indicated on the proposed site plan for reference. <br />According to the Metro Plan, the site is completely within the Willamette Greenway but is <br />not designated as a "Natural Resource." A concurrent Willamette Greenway permit, file # <br />WG 13-0001, will supplement this Tentative PUD Application that will provide criterion <br />analysis. <br />(B) Land Use and Development History <br />The development property has been privately owned, undeveloped vacant land within the <br />River Road Park and Recreation District until just recently. In February of 2013, the <br />properties were submitted for annexation to the City of Eugene and then subsequently a <br />request was submitted for a Lot Line Adjustment that was approved on March 11th, 2013. <br />Final annexation for the site was approved on April 8th of 2013. The amount of net area <br />gained to the development site was 0.097 acres due to property line adjustments. The <br />adjusted property lines enveloped two existing dilapidated, non-inhabitable buildings - a <br />shop and a shed that will both be removed -within the boundaries of the development <br />site. No land use change occurred during the annexation process, as the site remains <br />zoned as low-density residential. <br />This group began organizing a few years ago around this property as it was offered by OMC <br />founding members who were willing to work with and sell to Oakleigh Meadow LLC. <br />We've been working hard ever since with our architects, consultants, and Project Manager <br />on the design of our community. The design we are submitting is the result of a thorough <br />process of considering the resident group's goals and priorities, how it impacts the <br />surrounding neighborhood, and various alternative layouts. We're currently a mix of <br />households that include a range of singles, young families with children, empty nesters, <br />and retired folks. The group has actively, sought diversity in its membership and consists of <br />a wide range of ages. An important factor to remember is this proposed development is <br />lifestyle-driven rather than profit-driven. <br />The owners have been very active in the neighborhood, involving River Road residents and <br />property owners in the process. Community members have been invited to regular on-site <br />meetings, as well as public meetings and displays at the River Road Annex community <br />center. A public neighborhood meeting and public notification, as required by the City of <br />Eugene Type I I I Application process, occurred in the area within walking distance of the <br />development site. <br />Leaders of several committees of the owner group, members who also live in the <br />neighborhood, have proactively over the past couple of years been engaging neighbors by <br />hosting lectures and movies, having potlucks and neighborhood parties, creating an <br />interactive website, posting flyers, visiting folks, going door-to-door talking, writing, asking, <br />1366 PUD Tentative--June 14, 2013 Page 7 of 46 Oakleigh Cohousing PDT 13-0001 <br />
