The Property also has excellent bicycling and <br />public transit options accessible to downtown Eugene and neighboring <br />centers of commerce, such as the Valley River Mall and River Road. <br />(Policy F.26) Provide for a pedestrian environment that is well integrated <br />with adjacent land uses and is designed to enhance safety, comfort, and <br />convenience of walking. <br />(Policy F.27) Provide for a continuous pedestrian network with reasonably <br />direct travel routes between destination points. <br />Findings: The development proposes to improve and maintain the existing <br />path connections between the River Road neighborhood and the Willamette <br />River Greenway path system. As indicated in code compliance statements <br />below, the proposed development encourages alternative, safe, and <br />convenient circulations systems on-site that reinforce the connections within <br />the neighborhood. For further evidence and analysis showing compliance <br />with this criterion, please refer to Planned Unit Development, Tentative Plan <br />permit application file number PDT 13-0001. <br />METRO PLAN - SPECIFIC ELEMENTS: (G) PUBLIC FACILITIES AND SERVICES ELEMENT <br />(Policy G.1) Extend minimum level and full range of key facilities and services <br />in an orderly and efficient manner consistent with the growth management <br />policies in Chapter 11-C, relevant policies in this chapter, and other Metro Plan <br />policies. <br />Findings: The parcels affected by this application are currently within the <br />Urban Growth Boundary and were annexed into the City of Eugene. The <br />annexation was made in compliance with an acknowledged comprehensive <br />plan and implementing ordinances, and established the availability of urban <br />facilities and services. <br />(Policy G.9) Wastewater conveyance and treatment shall be provided to <br />meet the needs of projected growth inside the UGB that are capable of <br />complying with regulatory requirements governing beneficial reuse or <br />discharge of effluent and beneficial reuse or disposal of residuals. <br />Findings: The proposed development places special emphasis upon <br />wastewater management when planning forfacilities.
