Cohousing projects, including this <br />development, provide dwelling units that are individually owned and are <br />priced to reflect modest housing cost rates in the local area. <br />METRO PLAN - SPECIFIC ELEMENTS: (C) ENVIRONMENTAL RESOURCES ELEMENT: RIPARIAN <br />CORRIDORS, WETLANDS, AND WILDLIFE HABITAT (GOAL 5) <br />(Policy C.17) The map titled 'Goal 5 Significant Riparian Corridors for the area <br />inside the Metro Plan Boundary and outside the UGB, dated January 2004, <br />adopted and incorporated here, shall be used to identify significant riparian <br />corridors for purposes of applying Goal5 riparian protection provisions in <br />Lane Code Chapter 16 for areas outside the UGB and inside the Plan <br />Boundary. The map is on file at the Lane County Management Division. <br />Findings: The proposed development does f all within the boundaries of the <br />above stated map, since the map has not been updated since the annexation <br />of the development property. The site also appears on the Adopted <br />Protection Designations for the Eugene Goal 5 Wetland, Riparian and Upland <br />Wildlife Habitat Inventories map adjacent to land that is 'Designated for <br />protection, 100' setback (Category A). Additionally, the property is listed on <br />the Goal 5 Water Resources Conservation Plan, Section 111- Significant Goal 5 <br />Riparian Corridors and Wildlife Habitat Sites within the Eugene Urban Growth <br />Boundary map also as adjacent to 'Significant Riparian Corridors.' The <br />subject site is not listed on any Goal S Inventory lists or maps as having <br />Upland Wildlife or Wetland protection classifications. As such, compliance <br />with Goal5 Significant Riparian Corridors criterion is applicable to this <br />proposed development. <br />OPEN SPACE (GOAL 5) <br />(Policy C.20) Continued local programs supporting community gardens on <br />public land and programs promoting urban agriculture on private land shall <br />be encouraged. Urban agriculture includes gardens in backyards and interim <br />use of vacant and underdeveloped parcels. <br />Findings: The development proposes garden use on private land and in <br />common areas of the development and the owners propose continued <br />maintenance and improvement to the mature filbert orchard and city land <br />adjacent to the development site.
