PN `~2 <br />TAYLOR Becky G <br />From: TAYLOR Becky.G, <br />Sent: Monday, September 09, 2013 9:18 AM <br />To: TAYLOR Becky G <br />Subject: SFHA: Engineering Comments <br />A significant portion of the site is within the Special Flood Hazard Area (SFHA) Zone AE. Staff does not concur with the <br />boundary of the floodplain shown on the proposed plan; however it is not significantly different. Buildings 1, 2, 4, the <br />northernmost garage, the northernmost bike shed and the bike barn in their entirety and building 3 and 7 are partially <br />within the SFHA. It has been noted that the bike barn has not been elevated. The upstream most Base Flood Elevation <br />shall be used for the entire development site unless each structure shall has a separately determined and confirmed by <br />City staff. <br />Development is allowed to occur within the SFHA, subject to review and approval for compliance with applicable <br />development standards during the building permit process. All development within the SFHA is required to comply with <br />the standards at EC 9.6707 through EC 9.6709. These standards generally require, for areas located in Zone AE, that <br />structures be located at least one foot above the BFE among other requirements. At the time of development (i.e. <br />building permits), these standards may be addressed through several alternatives, including elevated building <br />foundations or, typically, placing fill on the building site. Specific measures for compliance with SFHA standards will be <br />subject to further City review and approval at the time of building permits. <br />Prior to final plat approval, the applicant shall submit for City review and approval two paper copies of the final plat a <br />floodplain declaration. <br />Example plat language has been included below. Alternative language must be submitted for review. <br />AS OF THE RECORDING DATE OF THIS PLAT A PORTION OF THIS DEVELOPMENT SITE LIES WITHIN <br />THE SPECIAL FLOOD HAZARD AREA ZONE 'AE' AS DETERMINED FROM THE ADOPTED FLOOD <br />INSURANCE RATE MAP NUMBER 41039C AND PANEL 1128. THE FLOOD INSURANCE RATE MAP HAS AN <br />EFFECTIVE DATE OF JUNE 2, 1999. THE BASE FLOOD ELEVATION HAS BEEN DETERMINED TO BE 401.7 <br />FEET 1929 NGVD PER THE ADOPTED FLOOD INSURANCE STUDY. <br />Questions can be addressed to Quentin Blattler at (541) 682-8130. <br />1794 <br />
