OMC_PDT 13-1-Willard C Dixon Letter_Updated.pdf <br />Ibis letter from the OMC Project Manager appears to be a summary of <br />information provided elsewhere; however, there are no citations to the record. <br />To the extent that one or more of the statements of fact regarding "placing fill on <br />site" (second paragraph) and/or storm water management (fourth paragraph) are <br />not supported by evidence already in the record, the respective statement(s) are <br />impermissible new evidence: <br />2. OMC_PDT 13-1_CoHousing Partners Letter_Parking.pdf <br />The following are impermissible statements of fact contained in this letter: <br />• "I have personally lived and parked my car on just such a parking lot design <br />for the last 6 years in my own cohousing community in Nevada City, CA <br />where we have much drier summers with much greater potential for dust." <br />• "We have found this design that combines an asphalt drive with gravel <br />parking spaces to hold up well over time, while at the same time slowing the <br />storm drainage run off." <br />• "The California State Water Resources Control Board, which carefully <br />monitors stormwater run off in new developments, considers this approach <br />as one of its Best Management Practices for slowing stormwater run off and <br />reducing the pollutants in that run off." <br />The attached photograph of "Gravel parking spaces with asphalt drive at <br />Nevada City Cohousing, Nevada City, CA" is impermissible new evidence. <br />3. OMC_PDT 13-1_SSW-Stormwater Letter w Calcs_Revised.pdf <br />This letter contains the following statement of fact: <br />"Ibis destination was agreed upon in a meeting on January 30th, 2013 by Neil <br />Bjorklund with the city's Public Works department." <br />111ere is no citation to the record, and unless evidence of agreement is already in <br />the record, the statement is impermissible new evidence. <br />The 33 pages of attached calculations are impermissible new evidence. <br />The letter contains several factual conclusions without citing to the record. These <br />include: <br />"However, runoff flows for storm events are reduced to predevelopment <br />flows through the means of oversizing the treatment facilities and <br />detention.
