17 <br />1 (1) Except for streets that are less than 150 feet long and streets that will be <br />2 extended in the future, all streets that terminate shall be designed as a <br />3 cul-de-sac bulb or an emergency vehicle turnaround. <br />4 (3) There shall be no cul-de-sacs more than 400 feet long from the center- <br />5 line of the intersecting street to the radius point of the cul-de-sac bulb. <br />6 (4) Public accessways to provide safe circulation for pedestrians, bicyclists <br />7 and emergency vehicles shall be required from a cul-de-sac or <br />8 emergency vehicle turnaround longer than 150' in length when measured <br />9 from the centerline of the intersecting street to the radius point of the cul- <br />10 de-sac or to the center point of the emergency vehicle turnaround. <br />11 "[T]hese standards do apply since the existing right-of-way is being required to <br />12 be extended." Rec 1261. Oakleigh Lane exceeds by 2~/2 times the maximum <br />13 length allowed by EC 9.6820(3). Oakleigh Lane has no sidewalks or other <br />14 "[p]ublic accessways to provide safe circulation for pedestrians [and] bicyclists." <br />15 The Decision erroneously found Oakleigh Lane met the requirements for <br />16 an exception to EC 9.6820(3) and (4), standards that are intended to establish <br />17 the safe and adequate transportation system required by EC 9.8320(5)(a). The <br />18 EPC relied upon the following staff finding without additional analysis: <br />19 "The PC finds that there is existing development to the south and natural <br />20 resources to the east that warrant an exception to the cul-de-sac length, <br />21 pursuant to EC9.6820(5)." Rec 9. <br />22 The Hearings Official's finding was more specific (at Rec 40): <br />23 "The street connectivity exception also warrants an exception to the 400- <br />24 foot maximum length of a dead-end street, pursuant to EC 9.6820(5)(b)." <br />25 The exceptions at EC 9.6820(5) require either: <br />26 (a) "Physical conditions preclude development of the connecting street"; or <br />
