App-5 <br />Street Connectivity Study, Oaklcigh Meadows PUD Page 3 <br />(e) New streets are designed to meet the needs of pedestrians and cyclists and encourage <br />walking and bicycling.as transportation erodes, <br />No new streets are proposed. -The Oakleigh Meadows P.U.D. site plan provides sidewalks <br />connecting to Oakleigh Lane and a bike/pedestrian path stubbed to the cast'property line for <br />future connection to the.dverbank trail. The site plan also shows an access lane that stubs to the <br />south boundary of the site should the property to the south redevelop. <br />(f) The street circttlatiorr pattern provides connectians to and from activity centers such <br />as schools,-conrnrercial areas, parks, employment-centers, and other major.attractors. <br />There are a number of pedestrian/bike conaeetions to the park land along the river on nearby <br />parallel streets. A fitnre bikelpedestrian comkection to-the riverbank trail is provided. All <br />schools, commercial areas, employment centers, and other major attractors can be reached via <br />River Road. <br />(g) Street design is responsive to topography and other natural features and avoids or <br />rniriimizes impacts to water-related resources acrd iwildlife corridors. <br />Tax lot 200 is flat and open with a line of trees along the east and south boundaries. The shadow <br />plat shows that the access to the flag lots-avoids impact tonatuEral features: <br />a) Local circulation systems and land development patterns do-trot detract f •om the <br />efficiency -of adjacent collector streets or arterial streets which are designed to <br />acaomnrodate heavy traffic. <br />Oakleigh Meadows and the potential development of tax lot 206 will not change existing travel <br />patterns; all trips will use River Road. <br />(i} Streets identif ed as future transit routes should be designed to safely and efficiently <br />accommodate transit vehicles, thus encouraging the use of public transit as a <br />transportation "mode. <br />Transit routes far the area exist on River Road. <br />(j} Wier•e appropriate, the street system and its infrastructure should be utilized as an <br />opportunity to convey and treat storm water- runoff. <br />The Oakleigh Meadows access lane and.the access for tax lot 200 will be constructed to City <br />standards and provide appropriate storm water runoff. <br />Access, Engineering PLC August 6, 2013 <br />1 4 ,41 <br />
