App-4 <br />Street Connectivity Study, Oakteigh Meadows PUD Page 2 <br />In the context of a Type 11. or Type Illland arse decision:, the city shall g,•ant an exception to the <br />standards in subsections (2)(b), (c) or (d) if the applicant deinonstr•ates that any proposed <br />exceptions are consistent with either subsection 1. or 2. below: <br />1. The applicant has provided to the city,,at his or her expense, a local street connection study <br />that demonstrates: <br />a• That the proposed street system meets the intent of street connectivity provisions of this <br />land use code as expressed in .1C 9.6815(1); and <br />b. How'undeveloped or partially developed properties within. a 'quar ter mile can be <br />adequately served by alternative street layouts, <br />9.6815 Connectivity for Streets. <br />(1) Purpose and Intent. The street connectivity standards b f EC 9.6815(2) Street <br />Connectivity Standards are established to ensure that all of the following are met: <br />(a) .Streets are designed to -efficiently and safely accommodate emergency fire and <br />medical service vehicles. <br />Tax lot 200 can accommodate an emergeriey turnaround in the southwest corner of a future <br />development with an additional right-of-way dedication from Oakeigh Meadows. <br />(b) The layout of a street systerrr does not create excessive travel lengths. <br />The existing developments cast of River Road and the Willamette River preclude any other street <br />connections except to Oakeigh Lane which has a direct connection to River Road, an arterial <br />street, . <br />(c) Tlie f nctiorn of a local street is readily apparent to the user through its appearance <br />acrd design in order to reduce non-local traffic on local residential streets. . <br />The local function of the street is apparent from iffoil-mat surface 20-feet in width and the <br />dead-end signon the street name sign; <br />(d) Streets are interconnected to r-edirce travel distance, promote the use of alternative <br />modes,-provide for efficient provision of utility .and emergency services, and provide <br />for more even dispersal of trajftc• <br />Because the area between Oakle'igh Meadows and River Road is fully developed, the only <br />available location for a future street connection is at the east end of both Oakleigh Lane and that <br />would not change the travel distances or usage of either street, <br />Access Engineering LLC <br />August 6, 2013 <br />1440 <br />
