Attachment B <br />• The final PUD plans shall note that all on-site utilities will be placed underground <br />consistent with EC 9.6775. <br />As conditioned, the development will comply with this standard. <br />(i) EC 9.6780 Vision Clearance Area. <br />This standard does not apply because the subject property is not located at a street intersection. <br />(j) EC 9.6791 through 9.6797 regarding stormwater destination, pollution reduction, <br />flow control for headwaters area, oil control, source control, easements, and <br />operation and maintenance. <br />Staff Findings <br />In regards to EC 9.6791 Stormwater Destination. Public Works staff confirms that on-site <br />management of stormwater runoff from the development is required because there is no <br />public stormwater system available to serve the property. At the same time, the applicant's <br />geotechnical analysis concludes that the site is not suitable for infiltration. Therefore, the <br />applicant proposes to direct stormwater runoff from the proposed development to the abutting <br />City parkland to the east. The site topography indicates that this is the natural drainage pattern. <br />The applicant's on-site stormwater management system will include treatment facilities that <br />also provide for some detention. The overflow toward the east property line will be released at <br />,pre-development levels, with rip-rap pads to disperse the flows at the discharge points. The <br />applicant also indicates that level spreaders, consistent with the requirements of the City's <br />Storrwater Management Manual, could be utilized, if required. <br />Public Works staff notes that many of the proposed rip-rap outfalls are located within the <br />public wastewater easement along the east property line. As conditioned previously at EC <br />9.8320(11)(b), regarding prohibited uses in public easements, the stormwater infrastructure <br />needs to be located outside the public easement. With regard to the acceptability of overflow <br />onto City parklands, Neil Bjorklund, City of Eugene Parks and Open Space Planning Manager, <br />confirms that this would be acceptable, provided the runoff is discharged evenly and not <br />concentrated at one or more points along the shared property line. To meet this requirement, <br />the following condition of approval is necessary: <br />The final PUD plans shall note the requirement that, at the time of development, all <br />stormwater discharge points directed toward the City's property shall be designed as <br />level spreaders, consistent with the City's 2008 Stormwater Management Manual.
