Thus the applicant met this application requirement. <br />However, compliance with this application requirement to submit reports documenting sound <br />level is not the equivalent to complying with the sound standard in EC 9.5750(7)(f). Compliance <br />with that substantive sound standard is addressed below. <br />6. A landscape plan drawn to scale showing proposed and existing <br />landscaping, including type, spacing, size and irrigation methods. <br />The applicant provided a landscape plan (Sheet L-1) that is drawn to scale (1" = 40'), which <br />includes the type, spacing, size and irrigation method in compliance with this requirement. <br />7. Plans showing the connection to utilities/right-of-way cuts <br />required, ownership of utilities and easements required. <br />The applicant's site plans, (Sheets A-1.1 and L-1) include utility connections. The written <br />statement indicates that all utility connections will be made on-site and no new easements will <br />be required. EWEB comments indicate an easement may be required at a future date. <br />8. Documents demonstrating that necessary easements have been <br />obtained. <br />No easements are required at this time. EWEB indicated they might need a future easement. <br />This can be obtained at a future date, if required by EWEB for utility installation. <br />9. Plans showing how vehicle access will be provided. <br />The applicant has provided a copy of the lease agreement, which provides for access to the site <br />through access points to the existing golf course (see Exhibit V). <br />10. Signature of the property owner(s) on the application form or a <br />statement from the property owner(s) granting authorization to <br />proceed with development permit and land use processes. <br />John Hammer, designated corporate representative of Oakway Golf, Inc. signed a limited power <br />of attorney granting authorization to proceed with development on the subject site with the <br />initial application form. <br />11. Documents demonstrating that the FAA has reviewed and <br />approved the proposal, and Oregon Department of Aviation has <br />reviewed the proposal. Alternatively, when a site review or <br />conditional use process is required, submit a statement <br />documenting that notice of the proposal has been submitted to <br />the FAA and Oregon Department of Aviation.
