Maintain a variety of open spaces within and on the fringe of the developing area. <br /> <br />Willamette River Greenway, River Corridors, and Waterways <br />Goal. To protect, conserve, and enhance the natural scenic, environmental, and economic <br />qualities of river and waterway corridors. <br /> <br />Environmental Design Element <br />Goal 1. Secure a safe, clean, and comfortable environment which is satisfying to the <br />mind and senses. <br />Goal 2. Encourage the development of the natural, social, and economic environment in a <br />manner that is harmonious with our natural setting and maintains and enhances our <br />quality of life. <br />Goal 3. Create and preserve desirable and distinctive qualities in local and neighborhood <br />areas. <br />Objectives <br />Objective 5. Enhance views and public use of river corridors, drainageways, and <br />prominent topographic features such as ridgelines and buttes, within the jurisdiction of <br />the Metropolitan Plan, when consistent with other planning policies. <br /> <br />Therefore, the Hearings Official should interpret policy E4 in relation to these goals and <br />objectives, as well as the purpose statements of the telecommunications ordinace. <br />Ϯϰ <br /> <br />Rivers, a number of waterways are important environmental features in the metropolitan area. <br />These include, for example, the Springfield Millrace, Amazon Creek, Fern Ridge Reservoir, and <br /> <br />25 <br /> <br />Plan.
