as to form a screen. Landscaping shall be compatible with other nearby <br />landscaping and shall be kept healthy and well maintained. <br />Theapplicant’s landscape plan (see Attachment 10) shows proposed vegetation in front of the <br />ancillary facility building addition and proposed vegetation and wood cedar fence surrounding <br />the base of the antenna structure. Additionally, the landscape plan shows existing trees on the <br />site consisting of 13 maples, 7 pines, 1 birch and 1 spruce. The proposal includes a number of <br />shrubs, perennials and grasses around the perimeter of the antenna structure and the front of <br />the ancillary facility building, however the proposed sizes of some trees and shrubs are not <br />shown at 6 feet in height at the time of planting and do not meet the requirements of this code <br />section. In the event of an approval, conditions would be required to ensure that all proposed <br />landscaping meets the requirements of this section. <br /> <br />The revised landscape plan (see Attachment 16) also indicates that nine conifer (evergreen) <br />trees, 15 to 20 feet in height at the time of planting, are proposed at strategic locations along <br />West Amazon Drive and Fox Hollow Road to provide some screening from public rights-of-way. <br />The proposed landscaping palette is considered compatible with nearby existing landscaping. <br />The findings and condition at EC 9.8440(1), which are incorporated by reference, will ensure <br />that all landscape buffering is installed and maintained as required by EC 9.5750(7)(e). <br /> <br />(f)Noise Reduction. In R-1, R-2, R-3, R-4, C-1, and GO and in all other <br />zones when the adjacent property is zoned for residential use or <br />occupied by a dwelling, hospital, school, library, or nursing home, noise <br />generating equipment shall be sound-buffered by means of baffling, <br />barriers, or other suitable means to reduce sound level measured at the <br />property line to 45dBa. <br />The properties adjacent to the site are zoned R-1 and consist of residential dwellings. The City’s <br />third-party consultant review of the applicant’s sound study verifies that the predictive sound <br />mitigation efforts regarding the ancillary equipment will meet the 45dBathreshold. The <br />findings and conditions at EC 9.8440(1), which are incorporated by reference, will ensure that <br />the sound levels will not exceed 45dBaat the property lineonce the facility is in operation. <br /> <br />(g) Status of Location. No permit may be issued for the location of a new <br />telecommunications facility within an R-1 or C-1 zone unless the lot on <br />which it is to be placed is vacant or developed with a non-residential <br />use at the time the permit application is submitted. This restriction <br />does not apply within other zones. <br /> <br />The propertyis zoned R-1 and developed and in operation as a church, a non-residential use. <br /> <br />(h) Lighting. No lighting shall be permitted on transmission towers except <br />that required by the Federal Aviation Administration.
