Weliard (Dick) Comi <br />Mr. Conti is a graduate of the Unites States Military Academy at West Point and holds an N41i,,\ from <br />Syracuse University. Ile has over 30 scars of telecommunications cxperie.ncc. tic is a former 1)irector <br />of Network Operations New York Telephone and NYNEX and the former Vice President and ('00 of <br />Cellular One of Upstate New York. I lis knowledge of the telephone and wireless industries is virtually <br />unique in the arena of consultants that exclusively serve local governments. The result is the loss of the <br />monopoly of knowledge previously held by the industry when dealing with local officials. Ile has <br />prevented numerous communities from making costly and virtually irreversible mistakes. In addition, <br />his ability to deal with wireless operators as a true equal has resulted in gains for nrtuiicipalities that <br />they never thought possible. Mr. Comi is a regular lecturer to various state and national municipal <br />organizations and has served as an expert witness in the area of wireless telecommunications and <br />regulating wireless facilities. <br />Terry Armant <br />Mr. Armant is a seasoned veteran of the Telecommunications industry having managed the design, <br />engineering, and construction of some of the earliest cellular communication sites for NzNEX and Bell <br />Atlantic Mobile in 1985-87. In 1987 he co-founded US ComStruct, a turnkey wireless communication <br />company involved in the design, engineering, site acquisition, construction and operation management <br />of wireless systems in multiple markets throughout the United States and internationally. Some of these <br />early systeins included Huntsville, Daytona Beach, Waco, Burlington, Eldorado County in California, <br />Ithaca, Tupelo, the Caribbean Islands, Zaire and USSR. <br />He went on to manage the build out of the AT&T Wireless northeast markets including New York, <br />Boston, Philadelphia, Vdashington/Baltimore, and Pittsburgh as Director of System Implementation. <br />Over six years, his team acquired, constructed, and managed over 1500 wireless communications sites. <br />He was actively involved in working with the municipalities throughout these markets in prelinunary <br />land use and ordinance discussions and as a witness in many public hearings regarding submitted <br />applications. <br />Most recently Mr. Armant was Sr. Vice President for SpectraSite Communications, one of the. largest <br />wireless communication site developers and owners in the country with over 8000 tower and 12,000 <br />rooftop sites. Within his responsibilities, he oversaw and took active roles in working with national, <br />state, and local officials as well as third party vendors and landowners in all aspects of wireless site <br />acquisition, design, zoning, and full code compliance issues. <br />G S <br />
