Exhibit B
Propagation Studies
Propagation studies are to include a legend on each sheet showing the following, i.e. at a
minimum: 1) attachment height of antenna; 2) ERP stated in terms of watts; 3) direction of
maximum lobes (azimuth orientation); 4) a scale of miles or distance; and 5) color coded of
signal strength designations. Propagation studies are to be provided on a clear acetate sheet
so that they may be read individually or in conjunction with each other, as may be necessary
for proper analysis. A base map of the community on which to overlay the propagation
studies is needed. For any proposed site located less than 2 miles from a community's
boundary, the boundary must be shown on the map.
Note: Only signal strengths of -95 dBm for In-Vehicle service and -85 dBm for In-Building
service will be considered in the context of the need for the facility and the need for the
requested height, unless the facility is intended to serve an urban market. This is based on the
accepted losses inherent with each situation and the ability of the hand unit to function
normally at -106 dBm. For example, 1) phone/terminal works at -106 dBm, there is -5 dBm
for fade and -6 dBm for in-vehicle usage and thus a propagation signal strength of -95 dBm
is adequate for in-vehicle coverage. 2) Phone/terminal works at -106 dBm, there is -5 dBm
for fade and -16 dBm for in-building usage and thus propagation signal strength of -85 dBm
is adequate for coverage
Note: The Applicant must state whether the proposed facility design is for in-vehicle
coverage (-95 dBm) or in-building coverage (-85 dBm). If applicant believes they need
different signal strength levels, it must be justified in detail.
Note: Propagation studies must contain a scale of miles or distance in the legend and all
propagation maps must be done at the same scale.
Note: Propagation studies must be accompanied by all modeling information used to produce
them ("Data Sheet for Prop Study" form), including, but not limited to the ERP (Effective
Radiated Power) from the site/facility that is the subject of the application and all adjacent
sites/facilities and the cut sheets from all equipment showin the ooperatin characteristics,
such as, for purposes of example:
The power of the radios stated in watts
The gains and losses from each component of all equipment
