Exhibit A <br />Proof 4 Need for Facility - Capacity Issue <br />Documentation must be submitted to include but not be limited to the following: current a nd <br />forecasted blockage; current and forecasted dropped calls; current and forecasted usage volume. <br />To further c larify this requirement will require an analysis of c. urrent and projected usage for <br />each adjacent or adjoining site, by sector, for each sector in need of capacity relief, and a <br />description of specifically how the proposed site will relieve current and projected capacity <br />issues in each sector requiring relief. <br />Data nl ust i nclude a d ascription o Ft he c apacity design for C ach se ctor r equiring r clief ( usage <br />capacity) to include the transmitting base station equlpmcrIt specifications (cut sheets) in use (or <br />to he added if cquipnlcnt can be added) and indicating how the cquiplllCllt in usC or as proposal <br />relates to the Illaxlilllllll possible usage capacity for each sector affected by a need for capacity <br />relief. <br />Data should utilize a bouncing busy hour approach and must show usage or call volume over a <br />period of five (5) consecutive days. The report must show the average bottom-line numbers for <br />those five consecutive days. At least two (2) year of actual data needs to be provided to show (lie <br />asserted trend. <br />Propagation projections must be provided depicting existing and proposed coverage at -95dBm <br />in vehicle or -85dBnl in building coverage, and state whether the applicant is designing for in- <br />vehicle or in-building coverage, and how the proposed coverage will overlap existing coverage <br />to relieve existing o r p roj ected c apacity i ssues. ( This m ust b e d one for t he s actors requiring <br />relief.)The maps must indicate the output power level used and be prepared using the antenna <br />height as requested. <br />Calculations and the associated tables used need to be provided. <br />4 <br />
